DISTINGUISHING
FEATURES OF THE CLASS
Under general supervision, an
employee in this class is responsible for supervising and conducting special
inspections of various scales, meters and containers in pharmacies, fuel oil
companies, cement plants and other commercial or industrial establishments, as
well as performing routine inspections in a limited area of the County. Work involves the investigation of consumer
and retailer complaints of deceptive weighing and/or measuring practices in
order to obtain evidence of violations.
An employee in this class is a peace officer as designated under Section
2.10 of Criminal Procedure Law. The incumbent supervises and provides on-the-
job training for a small number of Weights and Measures Inspectors. Work is reviewed by the Assistant Director of
Weights and Measures and by the State Inspectors through periodic conferences,
written reports and re-inspections of weighing and measuring devices. Does related work as required.
Performs the more difficult or
involved inspections of commercial or industrial establishments in order to
determine the accuracy of weights, scales, beams, meters and other calibration
devices and containers used in weighing or measuring commodities offered for
sale;
Trains newly appointed
Inspectors in the proper methods and procedures of testing and evaluating
weighing and measuring devices and in handling violations;
Receives and investigates
complaints from consumers and retailers concerning short weight and
irregularities in the weighing, measuring, labeling and packaging of meats,
fish, fruits, vegetables, milk, dairy products and related commodities;
Prepares and submits periodic reports
to the Director of Weights and Measures on inspections performed and complaints
investigated;
Testifies in court for the
Division of Weights and Measures concerning evidence obtained on individuals
and companies in willful violation of the Weights and Measures Laws;
Acts for the Assistant Director of
Weights and Measures and Director of Weights and Measures in their absence.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of the
laws, standards and regulations pertaining to the weighing and measuring of
commodities offered for public sale; good knowledge of the methods, procedures
and equipment used in testing various types of weighing and measuring devices;
ability to plan, assign and supervise the work of personnel in a manner
conducive to full performance and high morale; ability to use testing
equipment, and to instruct others in the use of such equipment; ability to
enforce codes and regulations firmly, tactfully and impartially; ability to
understand and carry out oral and written instructions; ability to keep records
and prepare reports of inspections made; physical condition commensurate with
the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a standard
senior high school or possession of a high school equivalency diploma, and
either:
a) Four (4) years of experience
in the maintenance or inspection of measuring and/or weighing devices; or,
b) Four (4) years of experience
in the utilization of such devices to make technical decisions regarding
mechanical repairs or adjustments; or,
c) Four (4) years of field
investigation experience requiring the evaluation of information and/or
evidence to determine and make recommendations in regards to legal compliance.
NOTE: Additional
education beyond high school in the physical sciences, engineering sciences,
electronics sciences, mechanical technology and/or mathematics from a college
with federally-authorized accreditation or registration by NY State will be
substituted for experience on a year-for-year basis up to a maximum of two (2)
years.
PROMOTIONAL
Two (2) years of permanent
competitive status as a Weights and Measures Inspector.
NECESSARY SPECIAL
REQUIREMENT
1- At the time of
appointment and during employment in this title, employees will be required to
possess a valid license to operate a motor vehicle in New York State.
2- Candidates
must be certified by or be able to obtain certification by the Municipal Police
Training Council as a peace officer.
