DISTINGUISHING FEATURES OF THE CLASS

An employee in this class has overall responsi­bility for the investigation of consumer complaints.  The work involves making field inspections of complex weighing and measuring equipment to deter­mine accuracy.  An employee in this class is a peace officer as designated under Section 2.10 of Criminal Procedure Law. The incumbent supervises and evaluates the work of Senior Weights and Measures Inspectors.  Performance is reviewed by the Director of Weights and Measures and State Inspectors through consultations, reports and re-inspection of weighing and measuring devices.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Investigates consumer complaints of irregularities in weight, measurement or packaging of a wide variety of commodities;

            Supervises and assigns all work in the absence of the Director of Weights and Measures;

            Inspects industrial and commercial establishments in order to ascertain accuracy of devices such as weights, scales, beams, pumps, meters and other calibration devices, and containers used in weighing or measuring commodities offered for sale;

            Prepares reports on inspections;

            Testifies in court for the Division of Weights and Measures concerning violations of the law;

            Oversees the enforcement of local laws such as precious metal licensing and marking of fuel delivery trucks.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the local laws, standards and regulations pertaining to the weighing and measuring of commodities offered for public sale; thorough knowledge of the methods, procedures and equipment used in testing common weighing and measuring devices; skill in using testing equipment and ability to instruct others in its use; ability to keep records and prepare reports; ability to instruct, assign and supervise in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            a) Satisfactory completion of twenty-four (24) semester credit hours from a college with federally-authorized accreditation or registration by NY State in the physical sciences, engineering sciences, electronics sciences, mechanical technology and/or mathematics, and one (1) year full-time field investigation experience requiring the evaluation of information and/or evidence to determine and make recommendations in regards to legal compliance; or,

            b) One (1) year of full-time experience supervising personnel responsible for enforcing weights and measures laws and regulations, and inspecting and testing devices and packaged commodities; or,

            c) One and a half years of full-time experience inspecting and testing devices and packaged commodities, enforcing weights and measures laws and regulations.

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as a Senior Weights and Measures Inspector.

 

NECESSARY SPECIAL REQUIREMENT

1-At the time of appointment and during employment in this title, employees will be required to possess a valid license to operate a motor vehicle in New York State.

2- Candidates must be certified by or be able to obtain certification by the Municipal Police Training Council as a peace officer.
