DIRECTOR OF WEIGHTS AND MEASURES 5260
An employee in this class performs administrative
duties directing the Section of Weights and Measures in the Department of
Consumer Affairs in a Class B civil division with weighing and measuring
devices numbering between 3201 and 25,000. An employee in this class is a peace officer
as designated under Section 2.10 of Criminal Procedure Law. The incumbent enforces the laws, rules and regulations governing
inspection and testing of weighing and measuring devices utilized in the sale
of goods and materials to the public.
The incumbent supervises and assigns work to a staff of inspectors and
clerical personnel. All work is governed
by the New York State Agriculture and Markets laws and rules and regulations
promulgated by the New York State Commissioner of Agriculture and Markets. Does related work as required.
TYPICAL WORK ACTIVITIES
Administers
a comprehensive program of inspecting and testing weighing and measuring
devices to insure compliance with requirements of the law and inspection
procedures;
Plans,
directs, assigns and supervises work of the inspection staff;
Maintains
inspection and other records; oversees maintenance of materials and equipment
required for weights and measures inspection activities;
Compiles
the annual report of the Weights and Measures section and assembles the
section's budget;
Reviews
reports and recommendations submitted by inspection staff.

Comprehensive knowledge of laws, standards and
regulations pertaining to weighing and measuring commodities offered for public
sale; thorough knowledge of methods, procedures and equipment used in testing
common weighing and measuring devices; ability to use testing equipment, and to
instruct others in the use of such equipment; ability to plan, assign and
direct the work of inspectors and clerical personnel in a manner conducive to
full performance and high morale; ability to keep records and make reports;
ability to communicate clearly and concisely, both orally and in writing;
ability to enforce codes and regulations firmly, tactfully and impartially;
ability to process law violations and appear in court as witness; physical
condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
a)
Satisfactory completion of twenty-four (24) semester credit hours from a
college with federally-authorized accreditation or registration by New York
State in the physical sciences, engineering sciences, electronics sciences,
mechanical technology and/or mathematics, and two (2) years full-time field
investigation experience requiring the evaluation of information and/or evidence
to determine and make recommendations in regards to legal compliance; or,
b)
One (1) year of full-time experience supervising personnel responsible for
enforcing weights and measures laws and regulations, and inspecting and testing
devices and packaged commodities; or,
c)
Three (3) years of full-time experience inspecting and testing devices and
packaged commodities, enforcing weights and measures laws and regulations.
NOTES: Experience in b) or c) can be substituted for experience in a) on a year-for-year
basis.
An
equivalent combination of experience in b) and experience in c) as defined by
the limits of b) and c).
PROMOTIONAL
Either:
Two
(2) years of permanent competitive status as an Assistant Director of Weights
and Measures; or,
Four
(4) years of permanent competitive status as a Senior Weights and Measures
Inspector.
NECESSARY SPECIAL REQUIREMENT
1- At the time of appointment and during
employment in this tile, employees will be required to possess a valid license
to operate a motor vehicle in New York State.
2- Candidates must be certified by or be able to
obtain certification by the Municipal Police Training Council as a peace
officer.
