DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists in implement­ing a town program to remove abandoned vehicles from streets and waterways.  Responsibility is included for determining true ownership of vehicles, issuing appearance tickets to owners, and for ensuring that town procedures conform to Department of Motor Vehicles regulations. Supervision may be exercised over tow operators.  Work is reviewed through accomplishment of desired results.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assesses status of abandoned and unregistered automobiles, boats and heavy construction equipment to determine whether vehicle has been stolen, abandoned, or used in commission of a crime;

            Determines ownership of abandoned vehicles through Vehicle Identification Number, locates confidential Vehicle Identification Number, if necessary, and contacts registry to ascertain owner;

            Notifies law enforcement agencies if abandoned vehicles have been used in illegal activities;

            Issues appearance tickets to owners and notifies them of any charges due;

            Determines vehicle removal procedure and directs tow operators in such removals;

            Maintains records of vehicle recoveries.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of New York State Department of Motor Vehicles regula­tions pertaining to impounded vehicles and vessels; thorough knowledge of vehicle identification procedures; ability to work effectively with law enforce­ment agencies and national vehicle registries; ability to maintain records of activities; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a standard senior high school or possession of a high school equivalency diploma and two (2) years of ex­perience examining, investigating or evaluating documentation for conformance with established criteria.

 

            NOTE: Additional education from a college with federally-authorized accreditation or registration by NY State will be substituted for experience on a year-for-year basis.

 

NECESSARY SPECIAL REQUIREMENTS

            1.  Within six (6) months of appointment, employees must complete the National Insurance Crime Bureau course “Examining Vehicles in the Field” or an equivalent course to be determined by the appointing authority; and,

            2.  At the time of appointment and during employment in this title employees must possess a valid license to operate a motor vehicle in New York State.
