DISTINGUISHING FEATURES OF THE
CLASS
This work involves the performance of
routine seasonal patrol tasks during the period two weeks prior to Memorial Day
through two weeks after Labor Day, or part-time supplemental services during
the remainder of the year. Under
supervision, an employee in this title is responsible for protecting parks by
standing watch at a fixed post or patrolling in a vehicle or on foot. The incumbent in this position patrols and
protects the grounds of municipally owned parks and related facilities by
standing watch at a station or by patrolling the grounds, and has considerable
responsibility for the exercise of sound judgment in emergencies. Ordinary procedures and special assignments
are carried out under the supervision of a superior officer and reviewed
through oral and written reports, inspections and consultations. Does related work as required.
TYPICAL WORK ACTIVITIES
Patrols
park area and facilities on foot, by patrol vehicle, all-terrain vehicle, or
bicycle to maintain order and preserve public property;
Directs
traffic and enforces New York State Vehicle and Traffic laws within the parks;
Enforces park and beach regulations and rules, and
other codes as may be applicable;
Answers
calls for assistance in connection with accident or emergency situations,
criminal activities, domestic disputes, disturbances or environmental insults
within the park;
Assists
in calming civil disorders, such as unruly groups and controlling large crowds
within the parks;
Assists
in searches for missing persons, children, etc. in parks and beaches;
Conducts
extensive fire patrols in parks to prevent loss of natural resources through
fire;
Works
closely with the Conservation Department on enforcement of conservation laws
during fishing and hunting seasons in parks;
Works
closely with other agencies to help prevent, detect, identify, and deter
violators through enforcement of the statues that govern the stewardship of the
Pine Barrens Region and the integrity of environmentally sensitive parklands.
Furnishes the public with information regarding park
rules, regulations and procedures;
Keeps
simple records and makes reports on findings and incidents that occur on their
tour of duty;
May
administer first aid;
Depending
on assignment may arrest persons within the parks for whom warrants or court
orders have been issued; may arrest suspects at crime scenes within the parks.
FULL PERFORMANCE KNOWLEDGES,
SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of park areas
to which assigned; good knowledge of the principles and practices of
jurisdictional parks and recreation areas; good knowledge of first-aid
procedures; good knowledge of criminal, conservation and other laws as pertains
to departmental or jurisdictional operations; skill in the use and care of
firearms; ability to learn park procedures regarding large picnics, camping,
tenting, fire control, beach patrol and emergency rescue; ability to direct
traffic and control parking in parks and at beaches; ability to enforce law and
park rules with firmness, tact, impartiality and to deal courteously with the
public; ability to act quickly and calmly in emergencies; ability to understand
and carry out oral and written instructions; ability to express oneself
clearly, both orally and in writing; physical and mental condition commensurate
with the demands of the position.
MINIMUM QUALIFICATIONS
Graduation from high
school or possession of a high school equivalency diploma.
NECESSARY SPECIAL REQUIREMENTS
1-Candidates
must be 20 years of age at the time of appointment; and,
2-There
will be qualifying medical, psychological and physical agility evaluations*;
and,
3-Candidates
must be a United States citizen at the time of appointment; and,
4-At
the time of appointment and during employment in this title, employees must
possess a valid license to operate a motor vehicle in New York State; and,
5-
Candidates will be required to obtain a Peace Officer Training Certificate
recognized by the NYS Municipal Police Training Council.
*At the discretion of the
Appointing Authority, qualifying evaluations may be waived for candidates with
current or prior status in a peace or police officer title who are in
possession of current New York State MPTC certification as a peace or police
officer within the following guidelines:
a.) Pursuant to §2.30 6) of Criminal Procedure Law:
Separated for less than 2
years after having served for less than 2 consecutive years as a peace officer
in NYS, or; Separated for less than 4 years after having served as a peace
officer in NYS for more than 2 consecutive years.
b.) Pursuant to §209-q 1) b) of General Municipal Law:
Separated for less than 2 years
after having served for less than 2 consecutive years as a police officer in
NYS, or; Separated for less than 4 years after having served as a police
officer in NYS for more than 2 consecutive years, or; Up to 10 years after
separation with an approved police officer refresher course.
