DISTINGUISHING FEATURES OF THE CLASS
The work involves
technical fingerprint and photographic activities necessary to produce evidential
reports and documentation utilized in trial proceedings. The employee visits crime scenes to gather
latent prints and may perform aerial photography of the site. Work is performed under the general supervision
of an administrative superior in the Suffolk County Police Department. Does related work as required.
TYPICAL WORK ACTIVITIES
Photographs crime
scenes, evidence and fingerprints;
Evaluates
latent prints on evidence from crime scenes to determine suitability for future
comparisons and entrance into the fingerprint computer;
Operates
the Statewide Automated Biometric Identification System (SABIS) computer to
determine matches with existing prints in the system;
Chemically
treats evidence to expose hidden prints;
Operates
a laser so that chemically treated evidence will fluoresce;
Videotapes
crime scenes, including aerial photography, and confessions of suspects;
Responds
to area hospitals for arrest booking fingerprints and photographs of prisoners
as requested.
Processes
and analyzes images for facial recognition and uses specialized software to
generate possible matches;
Participates
in a group review of facial recognition possible matches;
Fingerprints
corpses and photographs victims of rape and child abuse;
Enlarges,
traces, and reduces latent fingerprints for computer entry;
Presents
expert fingerprint testimony in court;
Prepares
reports and exhibits for court presentation.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge
of the techniques employed in locating, developing, reading, classifying and
preserving latent prints for court presentation; thorough knowledge of the
principles used in taking digital photographs and video recordings; thorough
knowledge of the skills employed in video technology; knowledge of principles
and methods used in fingerprint classification; skill in operation of an
Automated Latent Fingerprint System; skill in techniques involved in usage of
lasers to identify prints; skill in restoring decomposed or deteriorated
friction ridges; ability to function under stressful conditions; ability to
present ideas clearly, both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation
from a college with federally-authorized accreditation or registration by NY
State with a Bachelor’s Degree and three (3) years of professional experience*
in fingerprint identification work requiring court testimony.
*Professional
experience is defined as experience involving independent responsibility for
the analysis of evidence and includes the signing and issuing of reports. All
qualifying experience must have been gained within the last ten (10) years.
All employees are required to possess New York State
Division of Criminal Justice Services SABIS (Statewide Automated Biometric
Identification System) Certification and the Certificate of Completion from the
Sirchie Advanced Latent Ridgeology Course at time of appointment to this
position.
All employees are required to pass yearly proficiency
examinations.
At the time of appointment and during employment in
this title employees must possess a valid license to operate a motor vehicle in
New York State.
After appointment, candidates
must obtain a valid pistol license issued by the Suffolk County Police
Department and maintain this license throughout employment in the title.
