DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs initial investigative steps pertaining to complaints received by the District Attorney's Office. In organized crime or other complex investigations, the incumbent performs duties after conference with a Detective Investigator or at the direction and under the supervision of a Senior Detective Investigator or other administrative supervisor. Responsibility is included for assuring that assigned Assistant District Attorneys' case files are complete, that necessary service of legal process has been accomplished, and that witnesses and evidence are available as required. Work is reviewed through conferences and submission of reports. Does related work as required.

 

TYPICAL WORK ACTIVITIES

Investigates complaints of criminal activity and conducts routine investigations as required;

Inspects the scene of suspected crimes and collects and preserves any evidence of criminal wrongdoing;

Participates in the execution of search warrants;

Executes warrants of arrest;

Interviews complainants and witnesses, prepares and files criminal complaints and/or information as appropriate;

Maintains a record of activities and testifies before grand and petit juries, and at hearings in relation to the results of said investigations;

Serves subpoenas, transports and provides security for witnesses as required;

Performs undercover and surveillance tasks as part of major District Attorney investigations in joint operations with Detective Investigators at the direction and under the supervision of a Senior Detective Investigator or other administrative superior.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of investigative principles, practices and methods; good knowledge of laws, ordinances, rules and regulations effective in the County; good knowledge of the rules of evidence; good knowledge of applicable statutes, court decisions and administrative rulings pertaining to violations of the law; good knowledge of court procedures and criminal trials; good knowledge of the laws of evidence and arrest; skill in ascertaining facts by personal contact and observation of individuals, as well as examination of records; skill in the use and care of firearms and in unarmed defense; ability to assist in the preparation of cases for court; ability to express oneself clearly and concisely both orally and in writing; ability to testify effectively in court; ability to use technical investigative equipment; ability to understand and follow direction of administrative and operational supervisors; ability to prepare activity reports; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

OPEN COMPETITIVE:

a)    Graduation from a standard senior high school or possession of a high school equivalency diploma and an aggregate minimum of ten (10) years of employment as a police officer by a state, county, city, town or village police department within New York State, at least five (5) years of which must have been on assignment in an investigative command; experience in testifying at trials or hearings and grand jury and have included five (5) or more of the following: 

1.     Undercover operations as an investigating officer or tactical coordinator;

2.     Monitoring wiretap investigations as an investigator, affiant, coordinator, or plant manager;

3.     Cultivating and handling confidential informants;

4.     Obtaining search warrants and arrest warrants;

5.     Investigating homicides or pattern violent crimes with use of cell phone data analysis, social media analysis, witness interviews, and interrogations;

6.     Organized crime investigations involving gambling, prostitution, narcotics or firearms trafficking, extortion, or counterfeiting and establishing conspiracy indictments;

7.     Child exploitation investigations and related computer forensics;

8.     Financial crimes investigations as lead investigating officer;

9.     Public corruption investigations as lead investigating officer;

b)    Graduation from a standard senior high school or possession of a high school equivalency diploma and one (1) year of experience as an Assistant Special Investigator or Special Investigator in the Suffolk County District Attorney’s Office.

 

NECESSARY SPECIAL REQUIREMENTS

a)    At the time of appointment and during employment in this title, employees must possess a valid license to operate a motor vehicle in New York State.

b)    At the time of appointment, employee must have completed an approved Basic Course for Police Officers from a police department within New York State.

c)     There will be qualifying medical and psychological evaluations.
