DISTINGUISHING FEATURES OF THE CLASS
An employee in this class conducts, participates in, and
provides technical support for investigations undertaken by the District
Attorney's Office or other co-operating law enforcement agencies. Work is concentrated in those investigations
which require the court-authorized use of pen registers and wire tapping
equipment, eavesdropping devices and/or audio and video recording and surveillance
equipment. The employee is responsible for the design, maintenance, repair and
storage of such equipment and operates instruments necessary to duplicate
and/or enhance evidentiary material gathered through its use. Responsibility is included for preserving and
safeguarding the integrity of evidence in accordance with statutory and
judicial standards for the admission of evidence. The employee instructs undercover police
officers and/or informants in the proper use of equipment. Work is reviewed by an administrative
superior for adherence to methods and procedures and results obtained. Does related work as required.
TYPICAL WORK ACTIVITIES
Places audio recorder devices on undercover police
officers and informants;
Installs
authorized wiretaps and pen registers and monitors operability of such
equipment;
Designs,
equips and modifies surveillance vehicles and equipment in a manner appropriate
to the needs of a particular investigation;
Sets
up, operates, and maintains media enhancement equipment for purposes of
improving admissibility of evidentiary material;
Designs
and fabricates "masks" for audio surveillance equipment, such as
brief case cameras, disguised microphones and transmitters, and telephone pole
transformer "cans" for remotely operated video surveillance
equipment;
Sets up
closed circuit television systems for recording of witness interviews and for
in-court examinations of juveniles;
Instructs
other investigators in proper use of recording devices, low light and night
vision surveillance and photographic equipment.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Good knowledge of investigative principles, practices and
methods; good knowledge of court room procedures, criminal trials, the penal
law and criminal procedure law, especially laws and court decisions relating to
the use of wiretapping and eavesdropping devices; familiarity with the
capabilities of audio and video recording and surveillance devices; ability to
design, maintain, repair, install, operate and instruct others in the operation
of electronic surveillance equipment; skill in the use and care of firearms and
in unarmed defense; ability to assist in the preparation of cases for court;
ability to write and speak effectively; ability to testify effectively in
court; ability to use technical investigative equipment; ability to prepare
comprehensive activity reports; physical condition commensurate with the
demands of the position.
MINIMUM QUALIFICATIONS
Graduation from a standard senior high school or
possession of a high school equivalency diploma recognized by the New York
State Department of Education and an aggregate minimum of eight (8) years of
experience as a detective or plainclothes investigator while employed as a police officer by
a state, county, city, town or village police department within New York State, whose principal duty is the investigation of syndicated,
organized criminal activity in at least four of the following areas: arson; homicide; larceny by extortion;
gambling; narcotics; prostitution; usury.
At least four (4) years of the required experience must have included
primary responsibility for the operation, maintenance, repair, installation,
use and instruction of others in the use of audio and video recorders and
transmitters, pen registers and wire tapping equipment, eavesdropping devices
and low light and night vision photographic equipment.
NECESSARY SPECIAL REQUIREMENTS
1. At
the time of appointment and during employment in this title employees must
possess a valid license to operate a motor vehicle in New York State.

There will be a qualifying psychological evaluation.
