DISTINGUISHING FEATUR OF THE CLASS
An employee in this class supervises the work of a small number of Detective Investigators in the securing and verifying of facts for use in criminal proceedings. The incumbent provides on-the-job training for these investigators, assigning and reviewing their work in addition to participating in the more difficult and complex investigations. Work is performed under the general supervision of an administrative supervisor and is evaluated through reports and periodic review of performance and achievements. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises and assigns investigations to Detective Investigators and District Attorney Investigators;
Performs the more difficult or involved criminal investigations;
Trains newly appointed investigators in the proper methods and techniques used in modern criminal investigation;
Assists investigators in the preparation of material for trial, checks court calendars and expedites trials;
Testifies in court concerning evidence obtained on criminal cases;
Prepares and submits reports and maintains necessary records on activities.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the techniques and procedures used in making criminal investigations; good knowledge of the techniques of securing and preserving evidence and of executing process; good knowledge of laws governing arrests, rules of evidence and court procedures; skill in the use of firearms sufficient to provide instruction as to their proper use, control and safety; ability to gather, assemble, analyze and evaluate evidence; ability to supervise the work of personnel in a manner conducive to good performance and high morale; ability to establish and maintain friendly and cooperative relations with law enforcement offices of other government agencies; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
a) An
aggregate minimum of eight (8) years of experience supervising the
investigations of a detective or plainclothes investigator while employed by a
state, county, city, town or village police department within New York State, three (3) of which must have been within the last five (5)
years (supervising experience must include scheduling, time management,
training, and discipline of subordinate officers); experience in testifying at
trials or hearings and grand jury; and at
least seven (7) or more of the following:
Three (3) years’ experience in the following:
1. Undercover operations as lead investigating officer and tactical coordinator;
2. Monitoring wiretap investigations as an affiant, coordinator, or plant manager;
3. Cultivating and handling confidential informants;
4. Obtaining search warrants and arrest warrants;
Five (5) years’ experience in the following:
1. Investigating homicides or pattern violent crimes with use of cell phone data analysis, social media analysis, witness interviews, and interrogations;
2. Organized crime investigations involving gambling, prostitution, narcotics or firearms trafficking, extortion, or counterfeiting and establishing conspiracy indictments;
3. Child exploitation investigations and related computer forensics;
4. Financial crimes investigations as lead investigating officer;
5. Public corruption investigations as lead investigating officer;

b) Eighteen (18) months as an Assistant Special Investigator or one (1) year as a Special Investigator in the Suffolk County District Attorney’s Office.
PROMOTIONAL
a) Eighteen (18) months permanent competitive status as a District Attorney Investigator.

b) One (1) year permanent competitive status as a Detective Investigator.
NECESSARY
SPECIAL REQUIREMENTS:
a) At the time of appointment and during employment in this title, employees must possess a valid license to operate a motor vehicle in New York State.
b) At the time of appointment, employee must have completed an approved Basic Course for Police Officers from a police department within New York State.
c) There will be qualifying medical and psychological evaluations for open-competitive appointments.*
*At the discretion of the Appointing Authority,
qualifying evaluations may be waived for candidates
who previously passed the required evaluations, and have been continuously
employed since then in a peace officer or police officer position within
Suffolk County.
“Continuously” is defined
as having no break greater than one (1) year.
