FEATURES OF THE CLASS
An
employee in this class performs investigations to uncover frauds perpetrated
against Suffolk County. The incumbent is
responsible for carrying out extensive investigations of practices or incidents
as well as uncovering and gathering evidence of alleged frauds. This class
differs from that of Investigator I by virtue of the greater amount of
independent judgment and initiative exercised in the performance of regular
assignments, which include investigations of greater complexity, The incumbent may act as a lead worker, and
may be responsible for providing on-the-job training and reviewing the work of
Investigators I. Work is performed
under the general supervision of a higher level Investigator or
Administrator. Does related work as
required.
TYPICAL
WORK ACTIVITIES
Investigates
cases of social service clients and/or employees to discover any fraudulent
practices being perpetrated against Suffolk County;
Investigates vendor frauds, special
assignments and forgeries of County checks, vouchers, SNAP authorizations and
other documents;
Investigates claims against Suffolk
County, including liability for auto accidents and personal injury;
Performs a variety of legal duties
which include testifying before the Grand Jury, Criminal and Civil Trials and
Fair Hearings, serving subpoenas, taking sworn statements and assisting police
and legal representatives in preparing court activities;
Follows up and checks on anonymous
allegations, phone calls, letters, leads and tips of questionable circumstances,
which are discovered by employees and the public;
Contacts and interviews friends,
employees, informers, relatives, associates, credit agencies, schools, banks,
Police Officers, victims, and witnesses if necessary to obtain vital documented
evidence;
Conducts surveillance and obtains
photographic and video graphic evidence;
Performs reviews of financial
records;
Obtains sworn statements;
Compiles comprehensive reports and
evidence in a form acceptable for prosecution;
May be responsible for reviewing
the work of investigators I;
May provide training to
Investigators I;
May assist in the preparation of
statistical reports and other assignments as directed.
FULL
PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good
knowledge of scientific and criminal investigative procedures; good knowledge
of the principles, practices and methods employed in investigative work; good
knowledge of applicable laws, ordinances, rules and regulations effective in
the County including those relating to fraud and the use of evidence; working
knowledge of Criminal Court procedures and methods of prosecution; working
knowledge of Civil Court procedures; working knowledge of the geography of the
County; ability to obtain information through interviews and observations;
ability to make independent decisions; ability to reason deductively; ability
to deal tactfully with witnesses and the general public; ability to enforce the
law with firmness tact and impartiality; ability to express oneself clearly and
concisely, both orally and in writing; physical condition commensurate with the
demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
a) Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree in Criminal Justice or a related field, and one (1) year of
investigative experience; or,
b) Graduation from a standard
senior high school or possession of a high school equivalency diploma, and five
(5) years of investigative experience; or,
c) An equivalent combination of
education and experience as defined by the limits of a) and b).
NOTE: Investigative experience is defined as experience
involving the investigation and development of charges leading toward civil
proceedings or criminal prosecution.
PROMOTIONAL
Two (2) years of permanent
competitive status as an Investigator I or Investigator I (Spanish
Speaking).
NECESSARY
SPECIAL REQUIREMENTS
At the time of appointment and
during employment in this title, employees will be required to possess a valid
license to operate a motor vehicle in New York State.
Within six (6) months, employees
hired after 4/7/88 must obtain a Notary Public License. Possession of the license must be maintained
throughout employment in the title.
