INVESTIGATOR IV 5754
This is a responsible administrative and professional
position involving the planning and directing of the work of special investigation
and security units. An employee in this
class directs the activities of Investigators and other professional and
clerical personnel engaged in uncovering fraud against Suffolk County. Work is performed under the general
supervision of a department head or administrative supervisor in accordance
with federal, state, county and departmental laws and regulations. Does related work as required.
TYPICAL WORK
ACTIVITIES
Plans, organizes, directs and coordinates the professional and administrative functions of both the investigative units engaged in special fraud investigations for Suffolk County, and the security units engaged in the security of Social Services Centers;
Formulates procedures for bomb threats,
evacuations, fire prevention and control, parking and traffic, crowd control,
staff and security in altercations and arrests, identification methods and
coordination of these policies;
Meets with federal, state, and county law
enforcement officials in cooperative efforts to uncover frauds;
Works with local prosecutors in the
development of the more difficult cases that are to be tried;
Determines sufficiency of evidence and
weighs mitigating circumstances in the referral for criminal prosecution, or
civil resolution of uncovered fraud matters;
Assists in developing and administering
in-service training programs for investigation staff, other departmental
personnel and employees of other related local government agencies;
Interprets federal, state and local
policies and programs in the field of public assistance frauds to staff, public
and clients;
Prepares periodic reports on the
activities and operations of the special investigation units.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of scientific and criminal
investigative procedures; comprehensive knowledge of the principles, practices
and methods employed in fraud investigation work; comprehensive knowledge of
laws of arrest, use of force and laws of offending sensibilities; thorough
knowledge of applicable laws related to welfare fraud, investigative
procedures, and the use of evidence; good knowledge of Criminal Court
procedures and methods of prosecution; knowledge of procedures for bomb
threats, fire, explosion, floods, riots, patrolling, I.D. systems; knowledge of
Civil Court procedures; ability to conduct investigations and to make
independent decisions; ability to supervise and direct the work of professional
and clerical in a manner conducive to full performance and high morale; ability
to deal tactfully with witnesses and the general public; ability to establish
and maintain effective working relationships with others; ability to prepare
clear and accurate reports; ability to express oneself clearly and concisely,
both orally and in writing; physical condition commensurate with the demands of
the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with federally-authorized
accreditation or registration by NY State with a Bachelor's Degree in Criminal
Justice or a related field, and five (5) years of investigative experience, at
least two (2) years of which must have been in a supervisory capacity.
NOTE: Investigative
experience is defined as experience involving the gathering of evidence,
investigation and development of charges leading toward criminal prosecution
and at least two (2) years of which must have been in a supervisory capacity.
Such experience must include most of the following: surveillance techniques
(electronic audio, video and recording); interviewing and taking statements
from complainants and witnesses; undercover experience; gaining testimony and
preparation of cases for grand jury; collection and preservation of evidence;
and identification and searching of business records.
PROMOTIONAL
Two (2) years of permanent competitive status as an
Investigator III.
NECESSARY SPECIAL
REQUIREMENTS
At the time of
appointment and during employment in this title, employees will be required to
possess a valid license to operate a motor vehicle in New York State.
Within six (6)
months, employees hired after 4/7/88 must obtain a Notary Public License. Possession of the license must be maintained
throughout employment in the title.
