DISTINGUISHING
FEATURES OF THE CLASS
An employee in this class conducts or assists in
conducting investigations of possible violations of Civil Service Law, Rules or
procedures, and/or verifies information supplied by applicants for employment
under the jurisdiction of the County Personnel Director. Investigations may be performed independently
for departmental action, or may serve to provide justification for further action
by the County Attorney's Office. The
employee receives on-the-job training for familiarization with Civil Service
regulations. Information is gathered
through interviews, surveillance and research of records. Work is performed
under general supervision. Does related
work as required.
TYPICAL
WORK ACTIVITIES
Verifies experience cited on applications to qualify for employment and/or admittance to competitive examinations;
Performs
preliminary investigations of complaints of out-of-title work assigned to
employees of a particular jurisdiction to ascertain whether classification
determinations are required;
Verifies
addresses of those given residential preference for appointment;
Investigates
alleged irregularities during examination administration;
Assists
with investigations made in response to State reports of missing examination
material;
Presents evidence and testifies at
hearings.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Working knowledge of the principles, practices and
methods employed in investigative work; working knowledge of applicable Civil
Service Laws, Rules and procedures governing public employment; working
knowledge of the geography of the County; ability to obtain information through
interviews and observations; ability to deal tactfully with witnesses and the
general public; ability to express oneself clearly and concisely both orally
and in writing; ability to prepare accurate reports of material ascertained in
investigations; ability to exercise good judgment in handling investigations;
physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a)
Graduation from a college with federally-authorized accreditation or
registration by New York State or Regionally accredited college or university
with a Bachelor's Degree; or,
(b)
Graduation from a New York State or Regionally accredited college or university
with an Associate's Degree, and three (3) years of personnel investigation
experience.
NECESSARY
SPECIAL REQUIREMENT
At the time of appointment and during employment in this
title, employees will be required to possess a valid license to operate a motor
vehicle in New York State.
