DISTINGUISHING FEATURES OF THE CLASS
Under general
supervision, an employee
in this class
prepares and administers polygraph
examinations related to police
investigations. The
incumbent also utilizes a
polygraph instrument to assess
the veracity of statements made by Police Officer
candidates. Consultations with
investigators enable the incumbent to formulate questions administered to the
subject. The work is performed under
the supervision of the Chief of Detectives of the Police Department. Work is reviewed through conferences and
written reports. Does related work as
required.
Consults
with police personnel wishing to obtain specific information;
Acts to psychologically
prepare the interviewee for the polygraph test;
Presents questions which
will elicit specific information;
Attends professional
seminars and reviews periodicals for equipment associated with the polygraph
instrument;
Operates and maintains
the polygraph instrument;
Tailors questions to
various forms dependent on the person's status as suspect, witness or job
applicant;
Evaluates spoken responses
as well as facial expressions and body language;
Verifies and analyzes
truth content of statements made by Police Officer candidates in pre-employment
interviews;
Expresses findings in
written reports which are clear, legible and concise;
Reaches conclusions based
on available information;
Lectures before groups
and students regarding polygraph operation;
Initiates and maintains
records relating to the duties of the Polygraph Section, including scheduled
appointments, supply accounts and budgetary needs;
Presents expert testimony
in criminal court or at a civil proceeding.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Good
knowledge of polygraph examination techniques which encompass question
formulation; good observation capabilities; good knowledge of polygraph chart
analysis, including heart rate, blood pressure, respiration, galvanic skin
response or other changes; ability to utilize chart analysis to determine
veracity of subject's statements; ability to skillfully operate polygraph
equipment; ability to express oneself clearly and concisely, both orally and in
writing; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a) Graduation from a New
York State or Regionally accredited college or university with a Bachelor's
Degree and at least two (2) years of investigative experience as a Certified
Polygraph Examiner; or,
(b) Graduation from a New
York State or Regionally accredited college or university with an Associate's
Degree and four (4) years of investigative experience at least two (2) years of
which must have been as a Certified Polygraph Examiner; or,
(c) Graduation from a
standard senior high school or possession of a high school equivalency diploma
recognized by the New York State Department of Education and six (6) years of
investigative experience, at least two (2) years of which must have been as a
Certified Polygraph Examiner.
NECESSARY SPECIAL REQUIREMENT
Candidates
must be certified graduates of a polygraph school approved by the New York
State Education Department or a polygraph school in another state, duly
licensed under the laws of such state.
Candidates must have
graduated from a polygraph school with at least 250 hours of curriculum.
