DISTINGUISHING FEATURES OF THE CLASS

Under general direction, an employee in this class administers and oversees the activities of a Public Safety Department or Division in a town.  In that capacity, the incumbent personally conducts confidential investigations and supervises personnel employed by the jurisdiction in areas such as fire safety inspection, ordinance inspection and enforcement, town and beach protection, and waterways management.  Work is performed under the general direction of the Town Board or a department administrator and is reviewed for the achievement of desired results.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

         Administers a Department or Division of Public Safety, which includes such areas as fire safety, ordinance enforcement, park and beach protection, and waterway management;

         Supervises Fire Marshals, Ordinance Enforcement Officers, Park Rangers, waterway management personnel and all other subordinate positions in the Department or Division;

         Interviews, selects and recommends candidates for appointment to subordinate positions;

         Develops and implements public safety programs and procedures, and ensures the training of department personnel;

         Prepares or approves schedules and tours of duty for all staff;

         Personally conducts confidential investigations of code violations and/or of complaints filed against Town officers and employees;

         Prepares and administers departmental budget.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of relevant laws, ordinances, rules and regulations effective in a township; good knowledge of the principles, practices and procedures used in investigative work; ability to explain pertinent provisions of laws and regulations to property owners, municipal officials and the general public and to enforce fire safety and other laws, ordinances, rules and regulations with firmness, tact and impartiality; ability to supervise others in a manner conducive to full performance and high morale; ability to communicate effectively, both orally and in writing; physical condition commensurate with the demands of the position

 

MINIMUM QUALIFICATIONS

         OPEN COMPETITIVE

(a) Graduation from high school or possession of a high school equivalency diploma and six (6)

years of inspection or investigative experience, at least two (2) years of which must have been in a supervisory capacity; or,

(b) Graduation from a New York State or Regionally accredited college with an Associate’s Degree in Criminal justice and four (4) years of inspection or investigative experience, at least two (2) years of which must have been in a supervisory capacity; or,

         (c) An equivalent combination of training and experience as defined by the limits of (a) and (b).

 

         PROMOTIONAL

         Two years of permanent competitive status as an Assistant Town Director of Public Safety.

 

NECESSARY SPECIAL REQUIREMENT

All employees hired after January 1, 1985 must successfully complete the required basic training program entitled Minimum Standards for Code Enforcement Personnel, established by the State of New York Fire Fighting and Code Enforcement Personnel Standards and Education Commission.  The program must be completed in the appropriate time period as specified in the regulations, and upon completion, the required in-service training programs must be attended as scheduled.
