DISTINGUISHING FEATURES OF THE CLASS

Under general direction, an employee in this class assists with the administration and oversight of the activities of a Public Safety Department or Division in a town.  In that capacity, the incumbent may personally conduct confidential investigations, and assists with supervision of personnel employed by the jurisdiction in areas such as fire safety inspection, ordinance inspection and enforcement, town and beach protection, and waterways management. Work is performed under the direction of the Town Director of Public Safety and is reviewed through reports and conferences.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists in administering a  Department or Division of Public Safety, which includes such areas as fire safety, ordinance enforcement, park and beach protection, and waterways management;

            Assists in supervising Fire Marshals, Ordinance Enforcement Officers, Park Rangers, waterways management personnel and all other subordi­nate positions in the Department or Division;

            Interviews, selects and recommends candidates for appointment to subordinate positions;

            Assists in the development and implementation of public safety programs and procedures, and ensures the training of department personnel;

            Assists in preparing and approving schedules and tours of duty for all staff;

            Personally conducts confidential investigations of code violations and/or of complaints filed against Town officers and employees;

            Assists with budget preparation and administration.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of relevant laws, ordinances, rules and regulations effective in a township; good knowledge of the principles, practices and procedures used in investigative work; ability to explain pertinent provisions of laws and regulations to property owners, municipal officials and the general public and to enforce fire safety and other laws, ordinances, rules and regulations with firmness, tact and impartiality; ability to supervise others in a manner conducive to full performance and high morale; ability to communicate effectively, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a standard senior high school or possession of a high school equivalency diploma, and four (4) years of inspection or investigative experience, at least one (1) year of which must have been in a supervisory capacity; or,

            (b) Graduation from a college with federally-authorized accreditation or registration by NY State with an Associate's Degree in Criminal Justice, and two (2) years of inspection or investi­gative experience, at least one (1) year of which must have been in a supervisory capacity; or,

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

           

NECESSARY SPECIAL REQUIREMENT

All employees hired after January 1, 1985 must successfully complete the required basic training program entitled Minimum Standards for Code Enforcement Personnel, established by the State of New York Fire Fighting and Code Enforcement Personnel Standards and Education Commission.  The program must be completed in the appropriate time period as specified in the regulations, and upon completion, the required in-service training programs must be attended as scheduled.
