DISTINGUISHING FEATURES OF THE CLASS

Under the general supervision of the Director of Emergency Preparedness, an employee in this class coordinates with police, fire departments, town and village personnel, utility companies, civic associations and volunteer groups, the proce­dures for community evacuation in the event of an industrial accident and/or natural disaster.  The employee exercises considerable initiative and independent judgment in performance of the duties.  Supervision is exercised over technical staff members and clerical personnel.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Meets with County agencies to ensure maximum coordination of Department of Emergency Preparedness facilities in the event of an industrial accident or natural disaster requiring community evacuation;

          Designs, implements and maintains a system of reporting on and monitoring the County's emergency evacuation procedure;

          Conducts periodic meetings with local officials to review evacuation problems, new directives and coordination with other emergency preparedness programs;

          Maintains operational liaison in accordance with Federal, State and local directives with all cooperating private agencies;

          Attends meetings of various groups and associations to make presentations on policies and practices of emergency evacuation.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of organizational techniques and principles governing community evacuation; good knowledge of the organization and functioning of State and municipal agencies; ability to establish and maintain effective working rela­tionships with department heads, other officials, community organizations and volunteer groups; ability to supervise in a manner conducive to full performance and high morale; ability to give effective speeches and establish and maintain good public relations; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          (a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's degree, and two (2) years of experience in developing and coordinating safety or emergency preparedness programs for a public or private organization; or,

          (b) Graduation from a senior high school or possession of a high school equivalency diploma and six (6) years of experience in developing and coordinating safety or emergency preparedness programs for a public or private organiza­tion; or,

          (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).
