DISTINGUISHING FEATURES OF THE CLASS
Under
general supervision of the Division Director, an employee in this class organizes
and develops programs in emergency preparedness work and emergency medical
services training for large-scale implementation in schools, industries, civil
groups and volunteer organizations.
Work is reviewed through conferences and written reports.
TYPICAL WORK ACTIVITIES
Plans
programs for the introduction of appropriate emergency medical services;
Assists in the initiation
and maintenance of the medical service annexes to the local Emergency
Preparedness Plan;
Plans and supervises
local medical service training exercises to supplement training programs;
Conducts surveys in
connection with local resources and facilities for sanitation, adaptability of
schools for improved emergency hospital sites, warehousing of medical supplies,
hospitals and other resources concerned with the emergency medical and health
problems;
Performs administrative
duties related to the medical and health programs;
Coordinates the medical
service planning of the County Emergency Preparedness Program with appropriate
professional, technical and other personnel in government and private
sources;
Appears before local
community organizations and civic groups and provides information on the
biomedical effects of radiation, the general Emergency Preparedness Program,
and related Emergency Medical Services Programs.

CHARACTERISTICS
Good
knowledge of the principles and methods of community organization; Good
knowledge of organization of government, particularly State and local; Good
knowledge of current information and source material dealing with emergency
medical services; Ability to develop
and promote emergency medical care programs to gain public acceptance; Ability
to speak clearly and effectively before an audience; Ability to establish and
maintain effective working relationships with civic groups, volunteer agencies,
medical organizations and the general public; Ability to analyze facts and
arrive at sound conclusions based on these facts; Ability to express oneself
clearly and concisely, orally and in writing.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation
from a Senior High School or possession of a High School Equivalency Diploma
and five years of responsible experience in program development; two years of
which must be experience in development and operation of an emergency medical
services program.
Additional
education may be substituted for experience in program development; but not for
the two years experience in development and operation of an emergency medical
services program.
