DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class establishes and maintains the overall operating procedures for the County Emergency Preparedness Headquarters.  Responsibility is exercised for both routine and emergency procedures.  The incumbent is expected to assist in the development of opera­tional procedures as well as evaluate current procedures on the basis of feder­al, state and local guidelines.  Work is performed under the general supervision of the Director of Emergency Preparedness or the Deputy Director of Emergency Preparedness and is reviewed through observation and examination of written reports.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

          Establishes and maintains standard operating procedures for the County Emergency Operating Center and all subsidiary centers;

          Administers the daily functions of the center including distribution of weather reports to other county departments;

          Maintains operational readiness of the center including provision for equipment, supplies, care and feeding of occupants, and related administrative services;

          Maintains and operates, or supervises the maintenance and operation of office machines and duplicating equipment;

          Maintains liaison with Emergency Preparedness Officers in surrounding jurisdictions to achieve uniformity and continuity of services.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS Thorough knowledge of methods of organization, planning, management coordi­nation and supervision; good knowledge of governmental structures and resources; good knowledge of the background and objectives of the Federal, State and local Emergency Preparedness programs; good knowledge of the use of existing facili­ties and systems required in controlled and coordinated operations; ability to deal effectively and cooperatively with other state and local governmental officials; ability to plan and direct the use of resources and manpower; ability to exercise good judgment in evaluating situations, establishing priorities and making decisions; ability to express ideas clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the posi­tion.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a standard senior high school or possession of a high school equivalency diploma and three (3) years of experience in program develop­ment and direction of the operations of an industrial or public organization.
