DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class is responsible for the overall development and coordination of the shelter phase of the County Emergency Preparedness Program. Work includes maintaining shelter records and presenting public information programs.  Work requires the exercise of considerable independent judgment and action within the pattern of federal, state and local rules and regulations.  Work is reviewed by an administrative supervisor through observation and examination of written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Confers with federal, state, County and local emergency preparedness personnel as to the location and operation of emergency preparedness shelters;

          Maintains and interprets statistical data on availability and adequacy of shelter areas for persons located in each township;

          Presents public information programs to encourage the development of additional shelter areas throughout the entire County;

          Works with disaster relief organizations to recruit shelter workers;

          Coordinates operations between shelters for distribution of victims; coordinates responses to shelter problems.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of all facilities available and adaptable to be used for shelters in Suffolk County; thorough knowledge of methods of instruction and demonstration applicable to town officials and volunteer groups; good knowledge of the modern methods, techniques and practices of emergency preparedness; knowl­edge of logistics and transportation systems; knowledge of modern business principles, practices and techniques; ability to establish and maintain effec­tive working relationships with public officials, community leaders and volun­teer groups; ability to conduct effective public relations and to promote emergency preparedness programs; ability to compile and maintain statistical and written reports and records; ability to analyze facts, arrive at sound conclu­sions and make recommendations; ability to interact with disaster relief personnel by written and verbal means;  physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

Either:

(a)   Graduation from a New York State or regionally accredited college or university with an Associate’s degree, and one (1) year of administrative experience in a public agency or private industry; or

(b)   Graduation from a standard senior high school or possession of a high school equivalency diploma, and three (3) years of administrative experience in a public agency or private industry; or

(c)   An equivalent combination of education and experience as defined by the limits of (a) and (b).
