DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, this is an administrative and operational position involving responsibility for planning, organizing and coordinating the Social Services Program of the County Emergency Preparedness Plan to insure that people in need are fed, housed, clothed, registered and granted emergency financial assistance and related services. Work is performed under the general direction of an administrative superior and the technical direction of the Social Services Commissioner with considerable exercise of independent judgment and initiative. Supervision is exercised over the work of volunteer personnel.
TYPICAL WORK ACTIVITIES
Serves as advisor on all
aspects of the Emergency Welfare Program; participates in making decisions that
affect the emergency welfare services; coordinates welfare services with and
supports other Emergency Preparedness services;
Estimates the nature and
scope of the human needs anticipated in the event of a hurricane/coastal storm
or other emergency and makes recommendations regarding the establishment of
objectives of the emergency welfare services;
Interprets to welfare and
related agencies the nature and extent of the human problems and needs inherent
in a hurricane/coastal storm or other disaster, the programs and methods of organization that must be used to
meet them, and the plans of the State for assisting and developing these programs
and methods of organization;
Plans, in conjunction
with other public and private welfare and related agencies and enterprises, for
the utilization of their resources;
Attends and speaks at
training sessions for employees involving emergency preparedness and Department
related safety issues;
Assists in the survey of
lodging space and other welfare resources and in the implementation of plans
for the provision of emergency lodging, feeding, clothing, registration,
financial assistance and relate welfare services;
Plans and supervises
evacuation of Social Services buildings in cases of fire and other emergencies;
Prepares reports,
maintains progress data and makes recommendations relative to appropriate
programs.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Good knowledge of sound methods and principles of public welfare
administration as related to the administration of an Emergency Welfare
Program; good knowledge of the organization of government, particularly State
and local; good knowledge of the principles and methods of community
organization; good knowledge of the background, objectives and principles of
Federal, State and local Emergency Preparedness programs; ability to establish
and maintain effective working relationships with welfare organizations and
institutions and the general public; ability to plan, conduct workshops and
training courses; ability to express oneself concisely and clearly, orally and
in writing.
MINIMUM QUALIFICATIONS
Graduation from a standard senior high school and three years of
responsible experience involving planning, implementing, and liaison to public
and community agencies in connection with health and safety programs with a
public or private social agency.
