DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for the
development and implementation of town-wide emergency preparedness and safety
training plans, standards and procedures in accordance with guidelines of the
National Incident Management System (NIMS) and for coordinating and presenting
training for all town employees. The incumbent exercises considerable
independent judgment and initiative in the performance of assigned duties.
Supervision may be exercised over professional and/or clerical staff. Work is
performed under the direction of an administrative supervisor and is reviewed
through observation and examination of written reports. Does related work as
required.
TYPICAL WORK ACTIVITIES
Plans for, facilitates and presents NIMS training for all
town employees that is specific to their level of responsibility, as detailed
in the NIMS Training Guidelines;
Develops and conducts in-service training programs for
all personnel to achieve a coordinated response to natural disasters and
emergencies, including acts of terrorism.
Researches and compiles pertinent data relating to emergency
preparedness and safety training of town personnel and selects qualified
personnel from within the Town or from outside sources to serve as training
instructors;
Coordinates training activities with State agencies (e.g.
DCJS) and selects staff members for attendance in accordance with their annual
training re-certification requirements; maintains attendance and performance
records;
Maintains liaison with other emergency preparedness
services (at town and county levels) to coordinate and develop operational
procedures and training techniques to enhance the training of town personnel in
emergency preparedness operations, and to achieve appropriate coverage and
effective performance in accordance with NIMS in time of disaster;
Reviews the records of training, and periodically
prepares status reports indicating progress in meeting NIMS training goals and
other training requirements;
Advises the Town Supervisor and Town Emergency
Preparedness Coordinator on training status and NIMS Certifications;
Assists with the inspections of the Town’s portable fire
extinguishers;
Locates and reviews office Emergency Exit Diagrams.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of the principles, methods and
techniques of in-service training and the organization and conduct of public
information training courses; good knowledge of NIMS training guidelines and
equipment and sources of information, and curricula appropriate to such
in-service training programs; ability to supervise the work of others in a
manner conducive to full performance and high morale; ability to recognize and
recruit qualified instructors and evaluate their performance; ability to
develop and maintain record keeping procedures and compile and maintain
statistical and written reports; ability to express oneself clearly and
concisely, both orally and in writing; ability to establish and maintain
effective working relationships with public officials, community leaders, and
volunteer groups; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation
from a college with federally-authorized accreditation or registration by New
York State with a Bachelor’s Degree and two (2) years of experience as an
instructor or administrator for in-service training programs, one (1) year of
which must have included the development or implementation of employee safety,
disaster mitigation or accident prevention programs, plus an additional one (1)
year of experience as either a paid or volunteer member of a fire department
actively involved in firefighting and fire safety; or
(b) Graduation
from a standard high school or possession of a high school equivalency diploma
and six (6) years of experience as an instructor or administrator for
in-service training programs, one (1) year of which must have included the
development or implementation of employee safety, disaster mitigation or
accident prevention programs, plus an additional one (1) year of experience as
either a paid or volunteer member of a fire department actively involved in
firefighting and fire safety; or
(c)
An
equivalent combination of education and experience as defined by the limits of
(a) and (b).
NECESSARY SPECIAL REQUIREMENTS
At the time of appointment
and during employment in this title employees must possess a valid license to
operate a motor vehicle in New York State.
