DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for the development, coordination, and implementation of emergency preparedness trainings and educational outreach.  The incumbent works with internal staff, outside agencies, and the public to prepare the community for emergent and non-emergent events.  Work is performed under the general supervision of an Emergency Preparedness Officer III and/or an administrative supervisor. Work is reviewed through periodic meetings and reports. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Coordinates with outside agencies to plan and conduct emergency preparedness trainings and educational outreach, which includes establishing a calendar of trainings, assigning venues, and distributing training information;

            Assists in the development of trainings by developing lesson plans and activities, and assisting in the evaluation of training exercises for improvement and adherence to regulations;

            Develops, submits, and manages the Training and Exercise Plan (TEP) annually; 

            Attends networking events to establish agency and public contacts;

            Promotes Departmental programs and cross-promotes outside agency programs on social media using independently developed content;

            Staffs the Suffolk County Emergency Operations Center as needed in a support role during both emergent and non-emergent events.

Good knowledge of the principles of community and regional emergency management planning; good knowledge of emergency management best practices; good knowledge of statistical concepts and methods; ability to develop and coordinate trainings and events; ability to analyze office and field work procedures; ability to acquire a thorough knowledge of the legal, administrative and procedural regulations applicable to the department; ability to prepare maps, graphs, and statistical tables and reports; ability to analyze data; ability to express oneself clearly and concisely, both orally and in writing; ability to promote and maintain effective departmental and public relations; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

A)    Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's degree in Criminal Justice, Emergency Management, Homeland Security, or a related field; or

B)    Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's degree and one (1) year of paid or volunteer experience in emergency program planning, emergency services training, and/or fire safety management; or

C)   Graduation from a standard high school or possession of a high school equivalency diploma and five (5) years of paid or volunteer experience in emergency program planning, emergency services training, and/or fire safety management; or

D)   An equivalent combination of education and experience as defined by the limits of B) and C),                               

           

NECESSARY SPECIAL REQUIREMENTS:

1.     At the time of appointment, candidates are required to hold the following licenses and certificates, and have completed training requirements as listed below:

                        NIMS ICS 100, 200, 700, 800

2.     Within 90 days of appointment, candidates are required to complete the following courses:

                        FEMA DHS Emergency Management Profession Series 120, 230, 234, 240, 241, 242, 244

3.     Within 18 months of appointment, candidates are required to complete the following courses:

                        G141 Instruction Presentation and Evaluation Skills (NYS OEM) or

                        LET566 Basic Instructional Design (TEEX)
