DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for acting as a team leader in the development of strategies for emergent and non-emergent event responses, including disaster preparedness, mitigation, and recovery.  The incumbent works more independently than an Emergency Preparedness Officer and is more focused on development of strategy rather than dissemination of information, but does not operate at the highly complex and responsible level of an Emergency Preparedness Officer III.  The incumbent may oversee technical employees performing at a lower level. Work is performed under the general supervision of an Emergency Preparedness Officer III and/or an administrative supervisor. Work is reviewed through periodic meetings and reports. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Participates on a planning team in a lead role (for areas of mastery) or support role in the preparation and implementation of plans and programs related to emergency management with a focus on strategy;

            Assists in the development and facilitation of emergency preparedness exercises;

            Represents the Department on panels for topics over which the incumbent exercises a mastery;

            Represents the Department as a secondary liaison with local, State, and Federal municipalities during planning, mitigation, and recovery phases of emergency management;

            Conducts public health outreach and education presentations on issues of emergency preparedness and safety utilizing hands-on equipment and visual materials to meet NYS Division of Homeland Security and Emergency Services strategic goals;

            Oversees contract development, solicitation of bids and procurement, evaluation of RPFs related to emergency preparedness programs;

            Provides technical assistance to local municipalities on disaster recovery and mitigation as needed;

            Staffs the Suffolk County Emergency Operations Center in the role of an operations manager as needed during both emergent and non-emergent events.

Thorough knowledge of the principles of community and regional emergency management planning; thorough knowledge of emergency management best practices; thorough knowledge of statistical concepts and methods; ability to analyze office and field work procedures; ability to acquire a thorough knowledge of the legal, administrative and procedural regulations applicable to the department; ability to prepare maps, graphs, and statistical tables and reports; ability to analyze data; ability to express oneself clearly and concisely, both orally and in writing; ability to promote and maintain effective departmental and public relations; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

A)    Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's degree in Criminal Justice, Homeland Security, Emergency Management, or a related field and one (1) year of paid or volunteer experience in emergency program planning and/or fire safety management; or

B)    Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's degree and two (2) years of paid or volunteer experience in emergency program planning, emergency services training, and/or fire safety management.                              

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as an Emergency Preparedness Officer.

           

NECESSARY SPECIAL REQUIREMENTS:

1.     At the time of appointment, candidates are required to hold the following licenses and certificates, and have completed training requirements as listed below:

                        NIMS ICS 100, 200, 700, 800

2.     Within 90 days of appointment, candidates are required to complete the following courses:

                        FEMA DHS Emergency Management Profession Series 120, 230, 234, 240, 241, 242, 244

3.     Within 18 months of appointment, candidates are required to complete the following courses:

                        G141 Instruction Presentation and Evaluation Skills (NYS OEM) or

                        LET566 Basic Instructional Design (TEEX)
