DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for the tactical coordination and implementation of emergency management programs, including areas such as mitigation, response, and recovery.  The incumbent exercises more administrative responsibility and more supervisory oversight than an incumbent in the title Emergency Preparedness Officer II.  The incumbent directly supervises Emergency Preparedness Officers and Emergency Preparedness Officers II. Work is performed under the supervision of an administrative supervisor. Work is reviewed through periodic meetings and reports. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Acts as the lead coordinator for all emergent and non-emergent event responses;

            Organizes and conducts periodic meetings of various task forces and committees comprised of local officials to review evacuation protocols, new directives, and coordination with inter-agency emergency preparedness programs;

            Leads the formal After Action Reporting development process for all formal educational outreaches and exercise programs;

            Acts as the point of contact for the NYS Division of Homeland Security and Emergency Services’ Local Emergency Management Office Accreditation process;

            Develops all Incident Action Plans for major emergent and non-emergent events;

            Participates on the Incident Management Action Team for long-term emergency management events;

            Develops and oversees a system of reporting on the County’s emergency procedures;

            Oversees grants, operational matches, and capital investments associated with regional Threat and Hazard Identification and Risk Assessment (THIRA) and the County Emergency Preparedness Assessment (CEPA);

            Provides assistance to local fire districts as needed in the development of Incident Action Plans;

            Staffs the Suffolk County Emergency Operations Center as needed in a leadership role during both emergent and non-emergent events.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles of community and regional emergency management planning; comprehensive knowledge of emergency management best practices; comprehensive knowledge of the legal, administrative and procedural regulations applicable to the department; comprehensive knowledge of statistical concepts and methods; ability to analyze office and field work procedures; ability to prepare maps, graphs, and statistical tables and reports; ability to analyze data; ability to express oneself clearly and concisely, both orally and in writing; ability to promote and maintain effective departmental and public relations; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

A)    Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's degree in Criminal Justice, Homeland Security, Emergency Management, or a related field and two (2) years of paid or volunteer experience in emergency program planning and/or fire safety management; or

B)    Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's degree and three (3) years of paid or volunteer experience in emergency program planning, emergency services training, and/or fire safety management.

             

            PROMOTIONAL

            Two (2) years of permanent competitive status as an Emergency Preparedness Officer II.

           

NECESSARY SPECIAL REQUIREMENTS:

1.     At the time of appointment, candidates are required to hold the following licenses and certificates, and have completed training requirements as listed below:

                        NIMS ICS 100, 200, 700, 800

2.     Within 90 days of appointment, candidates are required to complete the following courses:

                        FEMA DHS Emergency Management Profession Series 120, 230, 234, 240, 241, 242, 244

3.     Within 18 months of appointment, candidates are required to complete the following courses:

                        G141 Instruction Presentation and Evaluation Skills (NYS OEM) or

                        LET566 Basic Instructional Design (TEEX)
