DISTINGUISHING FEATURES OF THE CLASS
An employee in this class administers and or
supervises the activities of a unit or program providing services to crime
victims and witnesses. Employees will be assigned to either the Victim
Witness Assistance Program in the Suffolk County District Attorney’s (DA’s)
Office or to the Domestic Violence Unit in the Suffolk County Probation
Department. The incumbent works with victims and witnesses, pre and/or
post trial, providing them with necessary information on court procedures,
accompanying them throughout the entire court process as needed, and assisting
them in securing necessary services. The incumbent will work directly with
Assistant District Attorneys or Probation Supervisors depending on the
employing department. Supervision would be exercised over any lower-level
positions assigned to the unit, including Crime Victim Advocates and clerical
personnel. Does related work as required.
TYPICAL WORK
ACTIVITIES
Conducts research to locate and
contact victims and witnesses;
Acts
as liaison with community agencies, court watch programs, police departments,
Probation, and social service agencies;
Develops
letters, report forms and brochures;
Writes
monthly and quarterly reports;
In
the Probation Department, reviews all Domestic Incident Reports that involve
probationers;
Prepares Victim Impact Statements
for Pre-Sentence Investigation (PSI) reports for domestic violence cases;
Provides information to the victim
about the probationer, i.e. sentencing and status, while educating them on
their rights and the legal system process;
Trains
and supervises Crime Victims Advocates in the DA’s Office to assist in case
file set-up and maintenance;
Counsels
and gives emotional support and provides other direct services to victims and
their families;
Arranges
for interpreters for non-English speaking victims and witnesses and/or for
attorneys.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge
of the structure, organization and procedures of the criminal court system;
thorough knowledge of the structure, organization and procedures of the
District Attorney's Office and the Domestic Violence Unit of the Probation
Department; good knowledge of the principles and techniques of interviewing;
ability to develop and maintain satisfactory working relationships with
victims, witnesses, supervisors, fellow employees and the general public; ability
to communicate clearly and concisely, both orally and in writing; good powers
of perception; good judgment; tact; physical condition commensurate with the
demands of the position.
MINIMUM
QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a) Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree in Criminal Justice, Psychology or Social Work, and two (2)
years of experience in crime victim advocacy, including one (1) year in a
supervisory capacity; or,
(b)
Graduation from a college with federally-authorized accreditation or
registration by NY State with a Bachelor's Degree and four (4) years of
experience in crime victim advocacy, including one (1) year in a supervisory
capacity.
PROMOTIONAL
Three
(3) years of permanent competitive status as a Crime Victims Advocate or Crime
Victims Advocate (Spanish Speaking); or,
Three (3) years of permanent
competitive status as a Probation Assistant or Probation Assistant (Spanish
Speaking) in the Domestic Violence Unit of the Suffolk County Probation
Department.
