DISTINGUISHING FEATURES OF THE CLASS

An employee in this class supervises Law Assistants I and participates in the more difficult review, research and preparation of legal opinions and reports.  The incumbent prepares background material for administrative action or for submission to the County Attorney's Office when court action is required.  Work is performed under general supervision and reviewed by departmental or administrative supervisor through conferences and written reports. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Supervises and assigns research work to Law Assistants I;

            Performs research and prepares opinions on points of law, interpretations, precedents and other background material for the guidance of the department;

            Reviews cases of possible violations of law or departmental regulations to determine appropriate administrative or legal action;

            Compiles information and case material in preparation for administrative or court proceedings involving the department;

            Prepares official legal documents, such as Petitions, Motions and Orders, required in court actions;

            Participates in the negotiation and preparation of contracts with authorized individuals or agencies, performing services for the department;

            May assist in drafting departmental regulations and policy, and County Charter amendments or legislation relevant to the department.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of Federal, New York State and local laws affecting the operation of the department; good knowledge of legal terminology and format of documents used in court actions; good knowledge of legal procedures as they apply to the operations of the department; ability to apply legal training to specific issues and cases affecting the department; ability to gather, organize and evaluate material relevant to legal actions; ability to prepare clear and concise legal opinions, based on research and knowledge of the law; ability to assign and supervise the work of subordinates in a manner conducive to full performance and high morale.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from an accredited law school and two (2) years of legal experience; or,

           

            PROMOTIONAL

            One (1)  year of permanent status as a Law Assistant I.

 

NECESSARY SPECIAL REQUIREMENTS

Certificate indicating admission to practice before the Bar of New York State
