DISTINGUISHING FEATURES OF THE CLASS

Under general supervision an employee in this class oversees the management of legal matters and the maintenance of legal records in a town or school district.  The incumbent is expected to exercise considerable independent judgment and initiative and may provide direction to a support staff.  Work is reviewed by an administrative superior through conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Provides professional advice, assistance and interpretation to the administrative staff on legal issues affecting the town or school district;

            Works with the town or school district attorney to prepare recommendations for the board in regard to personnel matters;

            Organizes and maintains all official legal files and records;

            Reviews and negotiates modifications of contractual agreements prior to approval by the Town or school board;

            Monitors unemployment insurance, disability and workers' compensation claims and prepares periodic reports;

            May conduct investigations/hearings regarding unemployment insurance, disability and workers’ compensation claims, workplace violence, discrimination and safety claims;

            May serve as the attorney-of-record in litigation matters and other judicial forums;

            May serve as a liaison with outside counsel providing preliminary research and assistance to them in their representation of the town or school district;

            May serve as a spokesperson in response to media inquiries;

            May prepare newsletters and brochures or review and edit such publications from a legal standpoint.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the constitutional, Federal, State and local laws affecting the operation of towns or school districts; ability to review and analyze legal problems and provide sound legal guidance; ability to present clear and concise arguments pertaining to matters of litigation; ability to supervise staff in a manner conducive to full performance and high morale; ability to exercise independent judgment and initiative; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

Possession of a license to practice law before the Bar of the State of New York.
