DISTINGUISHING FEATURES OF THE CLASS
An employee in this class serves as Counsel in all legal matters
pertaining to a Library District. The
incumbent, in the performance of the duties of the position, exercises a great
degree of independent judgment and initiative.
Supervision is provided by the chief library administrator and the
Library Board through conferences and reports.
Does related work as required.
Gives legal advice to
the Administration and Library Board;
Submits all necessary
reports to the Administration and Library Board regarding pending litigation
and legal opinions;
Prepares legal
instruments and materials pertaining to litigation involving the Library
District;
Conducts research on
subjects pertinent to Library District problems, pending legislation and court
action;
Attends Library Board
meetings and additional special meetings as may be necessary;
Reviews all contracts
entered into by the Library District;
Reviews and reports to
the Library Board, all County, state and federal legislation affecting the
Library District.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough knowledge of the constitutional, federal, state and local
Library Laws; ability to prepare, review and/or analyze legal instruments on
behalf of the Library Board, Administration, and Library District; ability to
present clear and concise arguments pertaining to matters of litigation
affecting the Library District and/or its departments; ability to exercise
independent judgment and initiative; ability to establish and maintain
effective relationships with Library Officials, employees and the general
public; physical condition commensurate with the demands of the position.

the exempt class; therefore, there are no minimum qualifications.
NECESSARY SPECIAL REQUIREMENTS
Possession of a New York State license to practice law before the Bar
of the State of New York.
