DISTINGUISHING
FEATURES OF THE CLASS
Under general supervision, an employee in this
class supervises and participates in the development and implementation of a
formal program of bridge maintenance, complex repairs and minor
construction. The incumbent plans,
assigns and monitors the work of a large number of bridge maintenance mechanics
and operation personnel through lower level supervisors, and is responsible for
seeing that schedules are met, that adequate supplies and equipment are on hand
for the work, and that time records are kept.
The work requires considerable use of independent judgment and
initiative as well as hands-on participation. Supervision is received from an
administrative supervisor through conferences and reports. Does related work as required.
TYPICAL
WORK ACTIVITIES
Directs
and participates in complex bridge and structure renovations, maintenance, and
repair, which includes cleaning, painting, strengthening timbers, repairing
machinery, resurfacing approaches and other maintenance and repair tasks
performed on County bridges; assures availability of personnel, equipment and
tools;
Supervises and directs the
activities of a large number of bridge maintenance mechanics and operation
personnel through lower level supervisors; provides instruction when needed;
Troubleshoots problem areas,
such as mechanical and electrical components; makes repairs;
Assists in preparing equipment
specifications, drawings and layouts for bridge modifications;
Estimates material and labor
costs for each project; requisitions supplies and equipment; maintains daily
time records;
Diagnoses cause of structural
defects and equipment malfunctions and implements repair;
Provides technical data
pertaining to specifications and replacement needs;
Modifies plans to suit field
conditions;
Prepares various reports and
maintenance records as required;
Makes recommendations on
feasibility of projects being considered;
Directs and supervises snow and
ice control operations in assigned area.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the tools, materials,
techniques and terminology used in the repair of mechanical and electrical
components of bridges and structures, thorough knowledge of the pertinent
rules, regulations and codes which are applicable to the particular trades;
thorough knowledge of the occupational hazards and safety precautions of the
work including rigging and working under extreme weather conditions; thorough
knowledge of the procedures involved in the laying out of projects; thorough
knowledge of the methods, materials, tools and practices used in the building
of heavy timber and structural steel bridges; skill in the use and care of
tools, materials and equipment of the trades; ability to troubleshoot complex
problems; ability to establish and adjust priorities to meet changing demands;
ability to supervise and instruct lower level supervisors and skilled personnel
in a manner conducive to full performance and high morale; ability to maintain
comprehensive maintenance and repair records; ability to work from
specifications, blueprints and sketches; ability to make time and material cost
estimates; ability to present reports clearly and concisely, both orally and in
writing; physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
Either:
a) Graduation from a standard
senior high school or possession of a high school equivalency diploma and
completion of two (2) years of vocational education courses in either a
vocational school program or in an apprentice or training program in mechanical
and electrical craft areas, and five (5) years of experience in mechanical and
electrical craft areas including two (2) years in a position supervising a wide
range of bridge maintenance repair and minor construction work; or,
b)
Graduation from a standard senior high school or possession of a high school
equivalency diploma and seven (7) years of experience working in mechanical and
electrical craft areas including two (2) years in a position supervising a wide
range of bridge maintenance repair and minor construction work; or,
c)
An equivalent combination of the above education and experience as defined by
the limits of a) and b); or,
d) Three (3) years as a Bridge
Maintenance Mechanic III.
NECESSARY
SPECIAL REQUIREMENT
At
the time of appointment and during employment in this title, candidates must
possess a valid New York State driver's license appropriate for the vehicle to
be operated.
