FEATURES OF THE CLASS
Under general supervision, an employee in this class
assists in safeguarding Town owned buildings and properties to prevent
trespassing, property damage and to maintain public order. The incumbent shall perform security and
safety checks, stand watch at assigned stations, and/or patrol areas within the
Town’s boundaries, on foot or by car, to ensure the enforcement of Town
regulations. Unusual occurrences or circumstances are reported
to the proper authorities. Work is
performed under the general supervision of a Senior Town Public Safety Agent,
with considerable latitude allowed for the exercise of independent judgement,
and is reviewed through frequent checks, inspections and reports. Does related work as required.
TYPICAL
WORK ACTIVITIES
Patrols Town owned buildings and grounds to prevent
trespassing, property damage, criminal acts and to maintain order;
Patrols Town parks, beaches and
facilities to clear visitors on the premises and secure gates, windows, doors
and containers upon closing;
Patrols parking lots, zones and other areas under the jurisdiction of
the Town to enforce parking meters, handicapped parking, no parking zones,
commuter parking, abandoned/unregistered vehicles and other parking regulations
as listed in the Town Code;
Issues summonses for parking
violations on Town properties or in zones enforced by the Town Public Safety
Department;
Monitors, receives, and/or transmits
assignment tasks and public inquiries via digital, radio and/or telephone
systems;
Stands watch at assigned station;
Monitors video surveillance cameras
for activities such as trespassing, fire, theft, suspicious behavior, etc;
Performs motor vehicle record
searches in NY State License Event Notification System;
Submits reports and logs data
concerning daily activities;
Responds to complaints by residents
regarding noise and allegations of quality-of-life Town Code violations
directly, which may include issuance or Field Appearance Tickets and/or
Summonses, or indirectly through the reporting of field observations to
appropriate agencies;
Observes and reports complaints
regarding stray/lost animals;
Delivers secured deposits to the
bank for the various Town Departments.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good
knowledge of what constitutes legally and socially acceptable conduct at Town
owned buildings and grounds; good knowledge of Town buildings and grounds, and
of those areas in which criminal activity is most likely to occur; good
knowledge of crisis intervention and conflict resolution techniques; good
knowledge of town codes and regulations; good knowledge of the geography of the
jurisdiction; ability to enforce the town codes and regulations with tact and
impartiality; ability to interact with the public courteously and effectively;
ability to carry out instructions and make accurate reports; ability to
recognize and report suspicious activities and report evidence of loss of, or
damage to property; ability to identify dynamics within a crowd, as well as the
purpose and objectives of a crowd; ability to utilize digital communication
devices and technologies associated with the position; good judgment; physical
condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a standard senior
high school or possession of a high school equivalency diploma.
PROMOTIONAL
Two (2) years of experience as a
Guard in a Town.
NECESSARY
SPECIAL REQUIREMENTS
1) Depending upon assignment,
possession of a valid New York State driver's license at time of appointment;
if required, license must be maintained throughout employment in this title.
2) Upon appointment, candidates must
apply for registration as a guard with the New York State Department of State,
Division of Licensing Services, and maintain said license throughout employment
in this title.
