FEATURES OF THE CLASS
An employee in this class
directs and manages the planning, design and implementation of network radio
communications systems, telecommunications systems, and security systems for
the Suffolk County Police Department and other County agencies. Responsibility is included for directing the
formulation of bid specifications, grant proposals, contracts, budgetary
guidelines and capital projects, and for consulting with department heads and
county officials relative to the future growth of radio communications
networks. The incumbent serves as
liaison with State and Federal agencies regarding communication systems. The Police Communications Systems Director is
responsible for the theoretical and technical aspects of a communication
system, and has administrative responsibility for the operation of the system. Does related work as required.
TYPICAL WORK
ACTIVITIES
Directs the evaluation of the
requirements of the

the implementation and expansion of county wide and inter-county microwave
system;
Directs
the implementation of new radio frequency and telecommunication systems;
Directs
the development and implementation of Police Department's electrical,
electromechanical, closed circuit TV and security systems;
Prepares
budget request, bid proposals, and capital projects for the technical operation
of the Police Department's communication systems;
Acts as
the Police Department's technical representative in matters of radio frequency
and telecommunications projects;
Acts as
the communications representative for the Police Department with outside
agencies and with Federal Communications Commission;
Reviews
and evaluates proposals for new communications hardware;
Directs
all negotiations with sub-contractors for equipment and services necessary to
the operation of the Police Communication Network and accepts or rejects
sub-contractor recommendations upon consideration of cost and applicability to
agency needs;
Supervises
the activities of technical personnel in all phases of communication system
design, implementation, maintenance, expansion and modification.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of
methods and procedures involved in designing and implementing complex
communication systems; comprehensive knowledge of Federal Communications
Commission rules and regulations as they pertain to the Public Safety Radio
Service; comprehensive knowledge of the various communications needs of local
government agencies and jurisdictions; thorough knowledge of the Federal, State
and local laws and regulations concerning the design and installation of radio
communications systems; good knowledge
of current developments, research and literature in the area of radio
communications; ability to prepare and
evaluate plans, cost estimates, specifications and bid proposals for the
development of a radio communications network; ability to establish and
maintain effective working relationships with public officials and
representatives of private firms; ability to plan, assign and supervise the
work of subordinate personnel in a manner conducive to full performance and
high morale; ability to manage the operation of a communication network;
ability to express oneself clearly and concisely, both orally and in writing;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
(A)
Graduation from a college with federally-authorized accreditation or registration by New York State with a
Bachelor's Degree in Electrical Engineering or related field and three years of experience in implementing
and maintaining two-way radio and microwave communications systems. All of this experience must have involved the
design, supervision and coordination
of public safety communications systems; or,
(B)
Graduation from a standard senior high school or possession of a high school
equivalency diploma approved by the New York State Department of Education and seven
years of experience in implementing and maintaining two-way radio and microwave
communications systems. Three years of
this experience must have involved the design, supervision and coordination of public safety communications
systems; or,
(C) An
equivalent combination of education and experience as defined by the limits of
(A) and (B)) except that there is no substitution permitted for the three years
of specified experience with public safety communications systems.
PROMOTIONAL
One (1)
year of permanent competitive status as a Communications Technician III; or,
Two (2) years of permanent competitive status
as a Public Safety Technical Coordinator.
