DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for administering the policies and procedures of a county department’s individualized transportation division, or of a non-county agency’s centralized transportation division, in the areas of vehicle selection, utilization, and customization. The nature of the work is such that the employee is expected to exercise considerable judgment and initiative in the performance of assigned duties.  The work is performed under the general supervision of an administrative employee and is reviewed through conferences, consultation and the submission of required reports.  Supervision is exercised over technical and clerical personnel.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Plans, organizes, and directs the work of professional, technical and clerical personnel engaged in performing tasks involved with the installation of custom specialized equipment, and tracking the status of vehicles that are temporarily out of service; 

            Prepares and reviews budgets and writes the specifications of vehicles to be purchased for the fleet;

            Distributes all acquired vehicles;

            Prepares a variety of reports related to vehicle acquisition, utilization, repairs by body-shop vendors on damaged vehicles, and the decommissioning of vehicles;

            Maintains and prepares registrations for all motor vehicles and monitors vehicle status to verify that annual inspections and safety checks have all been conducted;

            Supervises the activities of technical and clerical personnel.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices, methods and techniques of public administration; good knowledge of the principles and practices of financial and personnel administration; good knowledge of accessory equipment available for use on emergency vehicles; good knowledge of effective supervisory techniques; ability to read and interpret statistical data; ability to direct the work of employees in a manner conducive to full performance and high morale; ability to analyze facts and to exercise sound judgment in arriving at conclusions; ability to express oneself clearly and concisely, both orally and in writing; ability to analyze operations and anticipate and plan for future changes; good judgment; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and three (3) years of fleet management experience at an administrative level; or

            (b) Graduation from a standard senior high school or possession of a high school equivalency diploma and seven (7) years of fleet management experience, at least three (3) years of which must have been at an administrative level; or,

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as an Assistant Fleet Service Manager.
