LIAISON OFFICER 7199
DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this class is responsible for maintaining liaison with the Countywide Fleet Management Unit. The incumbent ensures that the large and varied fleet of Department vehicles and motorized equipment is available for the department to perform its duties. The nature of the work is such that the employee is expected to exercise considerable judgment and initiative in the performance of assigned duties. Work is performed under supervision of a high level administrator and is reviewed through conferences, consultations and submission of required reports. Supervision is exercised over equipment operators through the Highway Equipment Supervisor. Does related work as required.
TYPICAL WORK ACTIVITIES
Coordinates
scheduling of maintenance to assure vehicle availability for scheduled work,
snow removal or other emergencies;
Assists in ascertaining
the vehicle and heavy equipment requirements of the department;
Develops budget
recommendations for vehicle acquisition;
Prepares a variety of
reports related to Department fleet;
Investigates Department
fleet problems and makes cost-effective proposals;
Assists in development of
specifications to meet department vehicle needs;
Implements vehicle driver
safety programs and training programs.

CHARACTERISTICS
Thorough
knowledge of principles, practices, methods and techniques of public
administration; good knowledge of operating principles and maintenance needs of
fleet vehicles and equipment; good knowledge of occupational hazards and
necessary safety precautions in operation of fleet vehicles and equipment;
ability to read and interpret statistical data; ability to direct the work of
employees in a manner conducive to full performance and high morale; ability to
analyze facts and exercise sound judgment in arriving at conclusions; ability
to express oneself clearly and concisely both orally and in writing; ability to
analyze operations and anticipate and plan for future changes; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a) Graduation from a New
York State or Regionally accredited college or university with a Bachelor's
Degree in Automotive Engineering, Mechanical Engineering, Electrical
Engineering, or Business Administration and three (3) years of fleet management
experience at an administrative level; or,
(b) Seven (7) years of
fleet management experience at an administrative level; or,
(c) A satisfactory
equivalent combination of education and experience as defined by the limits of
(a) and (b).
PROMOTIONAL
Three
(3) years of permanent competitive status as an Automotive Mechanic V.
