DISTINGUISHING FEATURES OF THE CLASS

Under general direction, an employee in this class directs and administers programs of the Fleet Services Division of the Department of Public Works.  This includes the responsibility for the administration and coordination of the County motor vehicle operations and maintenance facilities.  The incumbent develops formalized preventive maintenance programs and the establishment of a vehicle-leasing program.  Supervision is exercised over a large staff of administrative, professional, clerical and maintenance personnel.  Work is performed under the direction of the Deputy Commissioner of Public Works and is reviewed through conferences and reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Administers and coordinates the activities of County motor vehicle operations and maintenance facilities;

            Establishes policies concerning public safety operations and public safety preventive maintenance for the County, and represents the County at meetings dealing with these issues;

            Develops and administers a formalized preventive maintenance program of checking and maintaining the County Fleet;

            Develops and administers a pilot leasing program for the replacing of excess mileage and unsafe civilian vehicles;

            Oversees all administrative matters, such as budget preparation, personnel selection and the development of appropriate management systems;

            Prepares periodic reports on division activities;

            Supervises a large staff of administrative, professional, clerical and maintenance personnel.

Comprehensive knowledge of the principles, practices and techniques of public administration; thorough knowledge of the principles, practices, methods and techniques of public finance and budgeting; thorough knowledge of operating principles and maintenance needs of fleet vehicles; thorough knowledge of effective supervisory techniques; thorough knowledge of occupational hazards and necessary safety precautions in the operation of fleet vehicles and equipment; ability to analyze facts and exercise sound judgment in arriving at conclusions; ability to plan, direct and supervise the activities of a substantial staff of professional, technical and clerical employees in a manner conducive to full performance and high morale, ability to establish and maintain effective working relationships with others; ability to prepare, submit and analyze reports; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's degree in Automotive Engineering, Mechanical Engineering, Electrical Engineering or Business Administration and five (5) years of fleet management experience at an administrative level; or,

            b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and nine (9) years of fleet management experience including five (5) years at an administrative level; or,

            c) An equivalent combination of education and experience as defined by the limits of a) and b).

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as an Assistant Director of County Fleet Services or Fleet Service Manager.
