DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this class
performs responsible work for the development and evaluation of detailed
specifications for diverse pieces of heavy-duty construction and specialty
vehicles. The incumbent insures items
are in compliance with laws and regulations pertaining to vehicle and traffic
laws, motor carrier safety and emissions requirements. Responsibility is included for evaluating
specific needs for all departments.
Supervision is exercised over staff engaged in the procurement of
heavy-duty construction and specialty vehicles. The employee reports directly to an administrative supervisor,
who reviews work through conferences and written reports. Does related work as
required.
TYPICAL WORK ACTIVITIES
Consults
with Division Heads of operating departments to determine specific needs for
equipment;
Evaluates
vehicle hydraulic systems, brake systems and power train to determine
comparability;
Selects
proper equipment to be utilized;
Develops
detailed specifications for equipment;
Collects and studies data on current market conditions of heavy-duty construction and specialty vehicle industries;
Standardizes
and insures compatibility of like pieces of equipment;
Supervises staff engaged in the procurement of heavy-duty construction and specialty vehicles.
Thorough knowledge of the principles, methods and
equipment used in trucking and construction work; thorough knowledge of laws
and regulations pertaining to motor vehicle safety, weight limitations, and
emission laws; thorough knowledge of occupational hazards and safety
precautions of the construction equipment operation trade; knowledge of
municipal purchasing laws; ability to write specifications pertaining to
heavy-duty construction and specialty vehicles; ability to supervise support
staff in a manner conducive to full performance and high morale; ability to
express oneself clearly and concisely, both orally and in writing; physical
condition commensurate with the demands of the position.

Graduation
from a standard senior high school or possession of a high school equivalency
diploma, four (4) years of supervisory experience
over crews engaged in the maintenance and operation of trucks and construction
equipment plus an additional six (6) years of experience in preparing
specifications for the purchase of trucks and construction equipment. (Candidates must have a total of ten (10)
years of experience.)
NOTE: The supervisory experience must consist of experience
in determining work methods and procedures, including New York State licensed
CDL participation in the assignments.
At the time of appointment, and during
employment in this title, employees will be required to possess a valid New
York State CDL Motor Vehicle License.
