FEATURES OF THE CLASS
Under
general supervision, an employee in this class performs responsible
administrative and supervisory work in assisting the Director of Highway and
Fleet Maintenance. Supervision is
exercised over a large staff of administrative, clerical, and maintenance
personnel. Work is reviewed by the
Director of Highway and Fleet Maintenance through conferences and written
reports. Does related work as required.
TYPICAL
WORK ACTIVITIES
Assists the Director in all
administrative matters, including budget preparation, personnel
selection/assignment and development of appropriate management procedures;
Supervises and coordinates various
division programs,
Assists in developing polices and procedures for
implementation and providing administrative services;
Assists the Director in organizing
snow removal, salting and sanding of roads and erection of snow fences;
Prepares recommendations for
improved methods of fleet preventive maintenance and inventory control;
Processes all division purchase
requisitions for highway vehicles and equipment, supervises the maintenance of
bookkeeping on purchases; discusses equipment and supply needs with division
head; supervises the maintenance of division records;
Acts as department liaison, and in the absence of the
Director represents him at meetings on matters related to highway and fleet
maintenance.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of the methods and techniques of office management, organization and
supervision; thorough knowledge of codes and ordinances pertaining to highway
maintenance and construction; good knowledge of the principals and practices of
financial administration, budgeting, statistical concepts and methods, and
public administration; good knowledge of methods, operating rules and equipment
used in highway and fleet maintenance; good knowledge of the maintenance needs
and repairs of highway vehicles and equipment; good knowledge of procedural
regulations applicable to highway and fleet maintenance programs, some
knowledge of occupational hazards and necessary safety precautions in operation
of fleet vehicles and highway equipment; ability to plan, organize and
supervise the work of a large staff in a manner conducive to full performance
and moral; ability to develop effective office procedures; ability to promote
and maintain effective departmental and public relations; ability to express oneself
clearly and concisely, both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN
COMPETITIVE
Graduation
from a standard senior high school or possession of a high school equivalency
diploma, and five (5) years of administrative experience in highway maintenance
and construction, which must include two (2) years of experience in fleet
maintenance.
At the time of appointment, and during employment in this title, employees will be required to posses a valid license to operate a motor vehicle in New York State.
