FEATURES OF THE CLASS
An
employee in this class plans, organizes and directs all road maintenance
activities for the County highway system in addition to directing the maintenance
of the County fleet. Major responsibilities include coordination of highway
maintenance activities in widely separated geographical areas. Provides liaison between engineering and
administrative personnel, and coordinates fleet activities. Supervision is
exercised over a large staff of administrative, professional, clerical, and
maintenance personnel through intermediate supervisors. Work is performed under the direction of the
Commissioner, Chief Deputy Commissioner, and/or the Deputy Commissioner of
Public Works. Does related work as required.
TYPICAL
WORK ACTIVITIES
Directs the maintenance of County
highway and parking lot surfaces and the grounds of County buildings;
Oversees all highway and fleet
maintenance administrative matters, including budget preparation, highway
equipment and vehicle acquisition, personnel selection, and the development of
appropriate management systems;
Develops polices and procedures for
implementation and providing administrative services;
Directs snow removal, salting and sanding of roads and
erection of snow fences;
Administers and coordinates the
activities of County motor vehicle operations and maintenance facilities;
Develops and administers formalized
programs of fleet preventive maintenance and inventory control.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive
knowledge of the principals and practices of financial administration,
budgeting, statistical concepts and methods, and public administration;
comprehensive knowledge of the legal, administrative and procedural regulations
applicable to highway and fleet maintenance programs; comprehensive knowledge of methods, operating rules and
equipment used in highway and construction maintenance; comprehensive knowledge
of the methods and techniques of office management, organization and
supervision; thorough knowledge of all typical highway equipment; thorough
knowledge of codes and ordinances pertaining to highway and construction
maintenance including traffic safety; thorough knowledge of the maintenance
needs of fleet vehicles and highway equipment, thorough knowledge of
occupational hazards and necessary safety precautions in operation of fleet
vehicles and highway equipment; ability to plan, direct and supervise the
activities of a substantial staff of professional, technical and clerical
employees in a manner conducive to full performance and high morale; ability to
express oneself clearly and concisely, both orally and in writing; physical
condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a standard senior
high school or possession of a high school equivalency diploma, and seven (7)
years of administrative experience in highway maintenance and construction,
which must include four (4) years of experience in fleet maintenance and two
(2) years preparing specifications for purchase of vehicles and highway
equipment.
PROMOTIONAL
Two (2) years of permanent
competitive status as an Assistant Director of Highway and Fleet Maintenance.
NECESSARY
SPECIAL REQUIREMENT
At
the time of appointment, and during employment in this title, employees will be
required to posses a valid license to operate a motor vehicle in New York State.
