DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this class supervises
and participates in the operations of a well drilling unit. The incumbent supervises and performs highly
skilled work in all phases of well drilling, utilizing various types of
drilling equipment and methods. This
class differs from that of Well Driller I (Deep Auger) in that the incumbent is
responsible for supervising the overall operations of the entire well drilling
unit, including all well drilling crews within the unit. The incumbent is expected to directly
participate in performing the most complex drilling assignments, and exercises
independent initiative and judgment in carrying out the duties of the position.
Work is reviewed by an administrative supervisor through written memoranda,
conferences and reviews of completed work. Does related work as required.
Plans and schedules work activities for drilling crews;
Locates
and selects drill sites, obtains and interprets utility mark outs, and secures
drilling permits from the appropriate authorities;
Supervises
and participates in the transport, preparation, and operation of various types
of drilling equipment;
Supervises
and participates in the installation, construction, and development of various
types of wells; finishes wells in curb boxes as appropriate;
Supervises
and participates in routine service, repairs, decontamination, and maintenance
of drilling equipment;
Secures
all necessary geological data and hydrogeological information necessary for
determining screen locations, well yields, etc;
Performs
drill-site inspections to ensure strict adherence to proper safety protocols,
and to ensure drill-site has been restored to the original grade and
condition;
Supervises
and participates in soil boring; collects soil cores or other samples for
laboratory analysis;
Ensures
that drill crews have completed the required documentation of drilling
activity;
Maintains
well construction records and registers completed permanent wells with the New
York State Department of Environmental Conservation (NYSDEC);
Maintains
adequate inventory of drilling supplies; orders same when necessary.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of the principles and practices of
well drilling, including soil boring techniques and rotary well drilling
methods; thorough knowledge of well construction, including well screen
materials and slot sizes; thorough knowledge of USEPA and NYSDEC well drilling
protocols; thorough knowledge of work site and well drilling safety procedures,
including those utilized at hazardous work sites and in the event of accidents;
skill in the operation of complex well drilling equipment; ability to safely
operate well drilling equipment adjacent to above or below ground utilities and
structures; ability to interpret utility markouts; ability to understand in
interpret geophysical well logs and maintain geologic well logs; ability to
service drilling equipment and keep it in good repair; ability to understand
and execute complex oral and written instructions; ability to plan, assign and
direct projects in a manner conducive to full performance and high morale;
ability to express ideas clearly and concisely; ability to prepare complete and
accurate reports; ability to establish and maintain effective working
relationships with subordinates supervisors and the general public; physical
condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Graduation from a standard senior high school or
possession of a high school equivalency diploma and six (6) years of experience
in the operation of auger or rotary well drilling equipment, three (3) years of
which must have been in a supervisory capacity.
NOTE: Additional relevant experience in the
operation of well drilling equipment will be substituted for education on a
year-for-year basis.
NECESSARY SPECIAL REQUIREMENTS
Candidates must possess the appropriate license issued by
the New York State Department of Motor Vehicles. Type of license will be determined by the
appointing authority with respect to the type of vehicle to be operated. License must be maintained throughout
employment in this title.
