DISTINGUISHING
FEATURES OF THE CLASS
An employee in
this class supervises a large work force engaged in County highway and grounds maintenance activities in an assigned
district or zone. The incumbent is responsible for coordinating and supervising
a number of crews utilizing Department of Public Works equipment in
reconstructing, resurfacing or doing general maintenance work on County highways and grounds. The incumbent exercises supervision through
crew leaders. All work is performed
under general supervision, but employees are expected to supervise work in
their districts or zones with a minimum of direct supervision. Does related work as required.
Supervises, through crew leaders,
labor crews engaged in reconstructing and resurfacing of County highways, extending or building
shelters or doing a variety of maintenance tasks on highways and roads;
Makes frequent inspections of
highways in a district or zone to determine maintenance needs of surfaces,
shoulders, structures and drainage facilities; assigns employees to make such
repairs as can be made at once; makes a report of major deficiencies to
supervisors;
Checks daily with various
maintenance crews to insure that work is proceeding according to plan and to
resolve any problems that may have arisen;
Requisitions gravel, sand and other
materials; requisitions equipment parts; keeps simple inventories of materials
on hand; records location and purpose of materials used;
Supervises snow removal, sanding of
roads and erection of snow fences;
Supervises the asphaltic patching of
roads, the clearing of road rights-of-way and general grass mowing;
Instructs road crews in the use of
road building equipment;
Supervises installation of drainage;
Supervises sweeping operations.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of methods, operating rules and equipment of road and ground
maintenance; thorough knowledge of types and uses of public works equipment
related to highway reconstruction and maintenance operations; good knowledge of
the operating characteristics of the local road networks; good knowledge of
effective supervisory techniques; ability to plan, assign ad supervise the work
of large labor forces and to effect satisfactory schedules and results in a
manner conducive to full performance and high morale; ability to understand,
interpret and effectively carry out written or oral instructions; ability to
keep records and make reports; physical condition commensurate with the demands
of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a standard senior
high school or possession of a high school equivalency diploma and seven (7)
years of experience in highway maintenance and construction work, two (2) years
of which must have been in a supervisory capacity.
NOTE: Experience may
be substituted for education on a year-for-year basis. Education beyond high
school may be substituted for experience on a year-for-year basis to a maximum
of four (4) years, provided the candidate possesses at least one (1) year of
supervisory experience in highway maintenance and construction activities.
PROMOTIONAL
One (1) year of permanent
competitive status as an Assistant Highway Zone Supervisor.
