HIGHWAY
MAINTENANCE SUPERVISOR 7313
An employee in this class plans,
organizes and directs all road maintenance activities for the County highway system. The incumbent is responsible for the
coordination of maintenance activities in widely separated geographical areas,
and for providing liaison between engineering and administrative personnel and
the field crews. Supervision is
exercised over a large number of employees through administrators and
supervisors. Work is reviewed through
observation or through oral and written reports from these supervisors. Professional direction is received from the
Chief Engineer on technical matters; administrative direction is received from
the Commissioner and the Chief Deputy Commissioner concerning departmental
policies. Does related work as required.
Directs
the maintenance of County highway and parking facilities, and the grounds of surrounding
County buildings;
Directs
the activities of specialized crews engaged in building drainage facilities and
performing other road construction work;
Directs
snow removal, sanding of roads and erection of snow fences;
Schedules
the use of centrally located heavy equipment for maintenance, minor
construction and snow removal use;
Directs
the maintenance of County bridges;
Directs
the operations of centrally located repair and trade shops;
Directs
the central storekeeping operations of the division, and controls the
requisitioning of supplies and equipment;
Supervises
the maintenance of the division's personnel records;
Formulates
and maintains performance standards by which to measure program, division and
employee productivity;
Establishes
and implements the selection and training of departmental personnel;
Acts
as a liaison between engineering and administrative personnel and the field
crews;
Acts
as consultant to other County departments concerning the purchase of highway
equipment;
Receives
and resolves complaints from municipalities; county officials and the general
public;
Enforces
departmental policies and procedures in the administration of maintenance
programs within the County highway system;
Prepares
and submits capital and operating budgets for the division, maintains control
over allocated funds and advises the Commissioner regarding disbursements and
authorizes emergency fund expenditures.
FULL PERFORMANCE, KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of methods, operating
rules and equipment of road and ground maintenance; comprehensive knowledge of
types and uses of public works equipment related to highway maintenance
operations; thorough knowledge of the operating characteristics and maintenance
requirements of all typical public works equipment; thorough knowledge of the
maintenance and repair characteristics of the road network within the County;
thorough knowledge of effective supervisory techniques; thorough knowledge of
construction specifications and of their application to public works
construction; thorough knowledge of federal, state and local laws, codes and
ordinances pertaining to highway, bridge and waterways maintenance, vehicle and
traffic safety and related conservation; working knowledge of civil engineering
as it relates to public works construction and maintenance; ability to
coordinate the large scale use of personnel, equipment and materials in
geographically separated areas; ability to plan, assign and supervise the work
of others in a manner conducive to full performance and high morale; ability to
read and interpret blueprints, diagrams, sketches and construction plans;
ability to establish and maintain effective working relationships with County
departments, governmental agencies and the general public; ability to
understand and transmit oral and written instructions; ability to keep records
and prepare reports; ability to express oneself clearly and concisely, both
orally and in writing; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Graduation
from a standard senior high school or possession of a high school equivalency
diploma, and six (6) years of administrative experience planning, organizing
and directing road maintenance activities of a highway system in a municipal jurisdiction,
which must include two (2) years preparing specifications for the purchase of
highway equipment.
PROMOTIONAL
Two
(2) years of permanent competitive status as an Assistant Highway Maintenance
Supervisor.
NOTE: Additional education from a college with
federally authorized accreditation or registration by NY State will be
substituted for experience on a year-for-year basis up to a maximum of four (4)
years. This cannot replace the two years
preparing specifications for the purchase of highway equipment.
At the time of appointment and during employment
in this title, employees will be required to possess a valid license to operate
a motor vehicle in New York State.
