 DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists in planning, organizing and directing all road maintenance activities for the County highway system.  The incumbent assists in the coordination of maintenance activities in widely separated geographical areas, and provides liaison between engineering and administrative personnel and the field crews.  Supervision is exercised over a large number of employees through administrators and supervisors.  Work is reviewed through observation or through oral and written reports from these supervisors.  Direction is received from the Highway Maintenance Supervisor.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

             Coordinates the highway maintenance activities of the different zones;

             Assists in coordinating the maintenance of County highway and parking facilities, and the grounds surrounding County buildings;

             Assists in directing the activities of specialized crews engaged in building drainage facilities and performing other road construction work;

             Directs the erection of snow fences, snow stakes, and other guide and warning devices used during ice and snow control;

             Directs ice and snow control operations, including plowing, sanding, hiring of contractors and coordinating the use of personnel and equipment; work is performed on-site and during both regular and irregular work hours;

             Schedules the use of centrally located heavy equipment for maintenance, minor construction and snow removal use;

             Assists in formulating and maintaining performance standards by which to measure program, division and employee productivity;

             Acts as liaison between engineering and administrative personnel and the field crews;

             Receives and resolves complaints from municipalities, County officials and the general public;

             Assists in the enforcement of departmental policies and procedures in the administration of maintenance programs within the County highway system;

             Assists in preparing capital and operating budgets for the division.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of methods, operating rules and equipment of road and ground maintenance; thorough knowledge of types and uses of public works equipment related to highway maintenance operations; thorough knowledge of federal, state and local laws, codes and ordinances pertaining to highway, bridge and waterways maintenance, vehicle and traffic safety and related conservation; good knowledge of the operating characteristics and maintenance requirements of all typical public works equipment; good knowledge of the maintenance and repair characteristics of the road network within the County; good knowledge of construction specifications and of their application to public works construction; knowledge of effective supervisory techniques; some knowledge of civil engineering as it relates to public works construction and maintenance; ability to coordinate the large-scale use of personnel, equipment and materials in geographically separated areas; ability to plan, assign and supervise the work of others in a manner conducive to full performance and high morale; ability to read and interpret blueprints, diagrams, sketches and construction plans; ability to establish and maintain effective working relationships with County departments, governmental agencies and the general public; ability to understand and transmit oral and written instructions; ability to keep records and prepare reports; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

             OPEN COMPETITIVE

             Graduation from a standard senior high school or possession of a high school equivalency diploma, and four (4) years of administrative experience in planning, organizing and directing highway maintenance and construction activities of a highway system in a municipal jurisdiction.

 

NOTE:  Additional education from a college with federally authorized accreditation or registration by NY State will be substituted for experience on a year-for-year basis up to a maximum of two (2) years.

            

             PROMOTIONAL

             Three (3) years of permanent competitive status as a Highway Zone Supervisor.

 

NECESSARY SPECIAL REQUIREMENTS

At the time of appointment and during employment in this title, employees will be required to possess a valid license to operate a motor vehicle in New York State.
