DISTINGUISHING FEATURES OF THE CLASS


An employee in this class performs supervisory and administrative duties in directing the highway construction and maintenance operational activities within a town. The incumbent acts in a staff capacity in formulating and implementing programs and policies. Work is subject to review and approval by the Town Highway Maintenance Supervisor. Does related work as required.         

 

TYPICAL WORK ACTIVITIES


Supervises through subordinate foremen the construction, maintenance, repair and snow removal of all highways, streets, sidewalks, parking areas, drainage systems, sumps etc., under town jurisdiction;

            Assists in formulating and implementing operating procedures and policies;

            Assists in the preparation of annual budget, annual report and other special reports;

            Supervises the planting of trees, painting of street markings and signs, installation of guard rails, curbs etc.;

            Transfers and assigns personnel and equipment to maximize efficiency and meet emergency situations.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS


Thorough knowledge of the principles, methods, materials and equipment utilized in public works construction and maintenance; good knowledge of construction specifications and their application to public works construction; ability to effectively coordinate the use of labor, equipment and materials for maximum output;      ability to read and interpret blueprints, construction plans, diagrams and sketches; ability to plan, assign and supervise the work of personnel in a manner conducive to full performance and high morale; ability to maintain accurate records and prepare reports; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS


OPEN COMPETITIVE

            Four (4) years of experience in highway construction or maintenance, two (2) years of which must have been in a supervisory capacity.
