DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for the administration and management of highway construction and maintenance within a town.  The incumbent has the legal responsibility and authority of a Town Superintendent of Highways.  Supervision is exercised over a large number of employees through supervisors and crew leaders.  Work is reviewed through conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Directs the construction, maintenance and repair and snow removal of all highways, roads, streets, sidewalks, parking areas, drainage systems, sumps etc., under town jurisdiction;

            Formulates, prepares and presents operating procedures and policies;

            Prepares annual budget, allocates disbursement and authorizes emergency fund transfers;

            Directs the planting of trees and maintenance of street markings and signs, guardrails, curbs and other aesthetic and public safety oriented projects;

            Prepares and submits capital and operating budgets; maintains control over allocated funds;

            Schedules and oversees the allocation of personnel and equipment so as to maximize resource output;

            Directs snow fence installation, snow removal and sanding operations.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles, methods, materials and equipment utilized in public works construction and maintenance; thorough knowledge of construction specifications and their application to public works construction; thorough knowledge of effective supervisory techniques; ability to effectively coordinate the allocation of manpower, equipment and materials on a town wide basis; ability to read and interpret blueprints, construction plans, diagrams and sketches; ability to plan, assign and supervise the work of personnel in a manner conducive to full performance and high morale; ability to maintain accurate records and prepare comprehensive reports; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

                       

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Six (6) years of experience in highway construction or maintenance, three (3) years of which must have been in a supervisory capacity.
