DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for coordinating and supervising a large number of crews engaged in roadway repair, construction, drainage instal­lation and related public works construction projects for a municipality. The incumbent devises the work plans and through intermediate personnel, coordinates the work activities of the crews and equipment.  Directives are received from an administrative supervisor who reviews the incumbent's work through conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Schedules and supervises roadway construction and repair, and drainage installation in a municipality;

          Assists in devising work projects for the work crews;

          Assists in deciding on the methods of work needed to be performed on the work projects;

          Supervises a number of intermediate personnel and the work crews delegated to them;

          Reviews the quality of work involved in the required construction and repair jobs;

          Submits requisitions for needed personnel, equipment and materials;

          Prepares cost analyses of work projects for the municipality;

          Maintains equipment inventory records;

          Maintains employees time accrual sheets;

          Prepares reports on work project activities;

          Establishes cooperative working relations with private contractors and utility companies, e.g.: gas, water, and telephone lines.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, methods, materials and equipment used in highway drainage system construction and repair; good knowledge of the methods and materials inherent to construction work and the safety precautions which must be taken; skill in the use of a surveyor's transit; ability to plan, assign and supervise the work crews and equipment in a manner conducive to full performance and high morale; ability to interpret technical plans; ability to express oneself clearly and concisely, both orally and in writing; ability to establish and maintain effective working relationships with others; good judg­ment; tact; courtesy; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Four (4) years of experience in highway construction and/or highway mainte­nance; one (1) year must have been in a supervisory capacity, and one (1) year must have been in planning and coordinating highway construction and/or highway maintenance activities.
