FEATURES OF THE CLASS
Under the
supervision of the Superintendent of Highways, an employee in this class
administers a road evaluation program in a municipality and provides
administrative services in connection with legal claims filed against the
Highway Department. Work includes the
evaluation of roadways and tabulation of field data, which results in an
automated road repair schedule. The incumbent also reviews and researches
notices of complaint, represents the Highway Department at legal hearings and
maintains legal files. Work is reviewed through conferences and reports. Supervision is exercised over employees
performing road evaluation duties. Does related work as needed.
TYPICAL WORK
ACTIVITIES
Assigns road evaluation crew to
location, prepares daily work reports of completed assignments, enters data
into computer program, prints results;
Drives Town vehicle to determine
quality of existing roads and to supervise laborers who collect statistics on
roadworthiness;
Reviews and researches notices of
claims regarding lawsuits against Highway Department;
Represents
Highway Department at trials and examinations before trials;
Maintains Highway vehicle accident
reports and Highway Engineer’s files;
Prepares correspondence to Town
Attorney’s Office;
Maintains legal files for Highway
Department;
Performs paving tonnage
calculations, helps prepare and type project specifications, prepares
cross-sections and profiles, transcribes/types correspondence and maintains
files for Highway Engineer;
May provide limited field assistance
to Engineer in the taking of grades.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough knowledge of general office terminology, procedures, equipment and clerical techniques; thorough knowledge of business English, spelling and arithmetic; good knowledge of the principles, methods, materials and equipment used in road construction and repair. Ability to plan, assign and supervise the work of a labor crew engaged in road evaluation; ability to research and maintain complex records and to prepare periodic reports from these records; ability to testify at court proceedings on behalf of the Highway Department. Ability to express oneself clearly and concisely both orally and in writing; must be computer literate. Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a standard senior
high school or possession of a high school equivalency diploma and three (3)
years of administrative or secretarial experience in a highway or commercial
construction work environment.
At the time of
appointment and throughout the term of employment in this title, candidates
must possess a valid New York State driver’s license appropriate for the
vehicle to be operated.
