DISTINGUISHING FEATURES OF THE CLASS

An employee in this class supervises a work force engaged in various maintenance activities of a village highway department.  The incumbent plans, supervises and coordinates the activities of work crews engaged in the maintenance, repair and minor construction of roads, docks, parks and other public facilities within the village’s jurisdiction.  The employee is responsible for determining work methods, assigning work crews, maintaining department records and, on occasion, participating in the more difficult phases of the work.  Supervision is exercised directly, or through a crew leader, over a substantial number of equipment operators, maintenance mechanics and laborers.  Work is performed under the general supervision of the Mayor and village board and is reviewed through periodic conferences and reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Lays out, assigns and supervises the work of highway employees engaged in cleaning, constructing, repairing and maintaining roads, buildings, parks, docks and other village properties;

            Makes frequent inspections of village roads to determine maintenance needs of surfaces and shoulders, drainage and sewer facilities;

            Assigns work crews to fill potholes, sand and oil roads, mow grass, lay sidewalks and curbs, clean and repair drains, drain lines, gutters, culverts, storm sewers, catch basins and bumps;

            Supervises the erection of snow fences and snow removal work and may contract with independent contractors for emergency snow removal and road repair work;

            Operates and instructs employees in the use and care of graders, bulldozers, rollers, pay loaders, oil trucks and other highway maintenance equipment;

            Estimates materials and equipment costs and submits requisitions for sand, gravel, asphalt, lumber, tools and equipment parts and makes periodic inventories of supplies and materials on hand;

            Maintains departmental records and prepares and submits operational reports and the annual budget estimate to the village board;

            May supervise other related work such as grounds maintenance and building cleaning and maintenance.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, methods, materials and equipment of road and ground maintenance; thorough knowledge of effective supervisory practices; good knowledge of the operating characteristics, maintenance requirements and safety precautions of highway department’s equipment; good knowledge of the operating characteristics, maintenance requirements and safety precautions of highway department’s equipment; good knowledge of the operational and maintenance requirements of the road system and public buildings within the village boundaries; ability to plan, assign and supervise the work of road crews in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with the Mayor, village officials and the public; ability to keep departmental records and to prepare personnel and activity reports; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from high school or possession of a high school equivalency diploma and three years of experience in highway maintenance or construction work, one of which must have been in a supervisory capacity; or

            Satisfactory equivalent combination of the above education and experience.
