DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists the Superintendent of Public Works in the supervision and administration within the Department of Public Works in a municipality.  The incumbent works with and through other supervisors in managing the operational phases of the department, acts in a staff capacity in assisting the Superintendent and in determining administrative policy and gives general administrative assistance in executing the various policies.  Supervision is exercised over all operational personnel of the department.  All work is subject to the supervision and review of the Superintendent of Public Works.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Supervises through crew leaders the operation and maintenance of the town's beaches, parks, museum, incinerator plant and sewage plant;

          Supervises through crew leaders the work of the dog warden, parking meter and refuse collection sections;

          Assists the Superintendent in carrying out a variety of administrative details: handles telephone complaints, requests for information, and conducts general correspondence pertaining to the department;

          Supervises the administrative section in the issuance of a variety of permits and the maintenance of departmental records;

          Reviews reports from division heads, analyzes them and submits consolidated reports to the Superintendent;

          Assists in the preparation of the annual budget and annual report, and prepares and submits a variety of other special reports;

          Acts as a department head in the Superintendent's absence.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles, practices, and appliances of modern office administration; good knowledge of the principles, practices, and techniques used in the administration of a large and diversified department; good knowledge of effective supervisory techniques; good knowledge of promotional and public relation techniques as applicable to the stimulation of public interest in park, beach, and museum facilities; ability to delegate authority and to plan and supervise the work of others in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; ability to conduct and maintain effective public relations; ability to devise and install effective reporting systems to maintain current information regarding the diversified operation of a large public works department; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree, and four (4) years of business or park administration experience.

 

NOTE:  Relevant additional experience may be substituted for education on a year-for-year basis.
