DISTINGUISHING FEATURES OF THE CLASS
Under general direction, an employee in this class assists in the direction of the activities of a Town Highway department. These include, but are not limited to, road improvements, new road construction, drainage sumps and storm outfalls. The incumbent exercises general supervision over a number of highway foremen, and clerical workers and indirectly supervises all other department personnel. He is responsible for the optimum allocation and usage of all department vehicles and equipment. Does related work as required.
TYPICAL WORK ACTIVITIES
Acts for the
Superintendent of Highways in his absence and represents him at meetings and
conferences;
Maintains roster and
status records of all highway equipment by location, insures such equipment is
in repair;
Makes on-site
inspections of road conditions in connection with routine maintenance checks
and public complaints;
Assists in the
preparation of the budget, checks accuracy of bills for payment, reviews
purchase requests;
Mediates labor
disputes when necessary, reports findings to and consults with Superintendent;
Prepares reports and
studies for the Superintendent as required.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough knowledge of the methods utilized in road building, and repair
and maintenance of drainage systems; thorough knowledge of types and uses of
public works equipment related to highway maintenance and construction; ability
to plan, assign and supervise a large work force engaged in road building,
repair, and related projects; ability to establish and maintain effective
working relationships with employees and the public; ability to prepare reports
and express oneself orally and in writing; ability to analyze facts and
exercise sound judgment in arriving at conclusions.
