DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for the construction management and inspection for all capital projects within the Division of Highways, Structures and Waterways. Responsibilities include planning and assigning projects during the construction and inspection phases.  The incumbent is required to exercise a considerable amount of independent judgment and initiative in finding solutions and delegating assignments to be completed.  Supervision is exercised over a number of technical staff in any phase of their assigned duties. Work is subject to general policy review by the Chief Engineer (Public Works) through conferences and written reports. Does related work as required.

 

TYPICAL WORK ACTIVITIES

Directs all resident inspection staff and their subordinates within the Division for all construction projects;

Plans and directs staff assignments and inspection teams for proper inspection of all construction projects on a yearly and ongoing basis;

Develops the policies and procedures necessary for the proper inspection and record keeping of all construction projects within the Division;

Supervises the construction management and construction inspection of all phases of work for compliance with approved plans, specification and procedures including all federal, state and local laws and procedures;

Approves all change orders for construction projects;

Supervises the review and approval of monthly contractor estimates prepared by staff for all projects and makes recommendations for payment to the Chief Engineer;

Supervises the closeout of all capital projects including federally aided and state funded projects;

Coordinates with Section Directors and Project Managers to develop solutions to solve technical issues that arise during construction of highway and bridge projects;

 Assists in the development of the Division’s Capital Budget.

 

FULL PERFORMANCE, KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of modern engineering methods, techniques and materials; comprehensive knowledge of the principles and practices of civil engineering as well as federal, state and local pollution control laws; thorough knowledge of preparing reports and budgets for a unit or division; thorough knowledge of construction specifications and of their application to public works projects; thorough knowledge of federal, state and local funding and record keeping requirements as it relates to construction; thorough knowledge of construction estimating, including the relative cost and useful life of materials; ability to interpret and adhere to the requirements of permits issued by federal and state agencies; ability to train, plan and direct the work of engineering, technical and clerical personnel in a manner conducive to full performance; ability to perform difficult engineering computations and to make comprehensive recommendations on construction related problems; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

OPEN COMPETITIVE

Either:

(a) Graduation from a college with federally-authorized accreditation or registration by New York State with a Bachelor’s Degree in Civil or Sanitary Engineering, Construction Management Engineering Technology, Civil Engineering Technology, Chemistry, Biology, Physics, Hydrology, Geology, Environmental Science or a related field, and ten (10) years of relevant experience in civil engineering, construction management, highways, materials testing, sub-soil investigations, or groundwater investigations; or,

(b)Graduation from a standard senior high school or possession of a  high school equivalency diploma, and fifteen (15) years of relevant experience in civil engineering, construction management, highways, materials testing, sub-soil investigations, or groundwater investigations; or,

(c)An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

PROMOTIONAL

Either:

Two (2) years of permanent competitive status as a Public Works Special Projects Supervisor, Associate Civil Engineer or Assistant Director of Traffic Safety; or,

 Four (4) years of permanent competitive status as a Senior Civil Engineer or Traffic Engineer III.

 

NECESSARY SPECIAL REQUIREMENT At the time of appointment and during employment in this title, employees must possess a valid license to operate a motor vehicle in New York State.
