DISTINGUISHING FEATURES OF THE CLASS
The
work involves responsibility for administering and supervising the activities
of a roving construction crew in the Suffolk County Department of Parks, Recreation
and Conservation. The employee directs
the construction, repair and maintenance of all Suffolk County Parks
facilities. The incumbent is responsible
for the proper ordering of supplies, estimating costs and drawing plans for new
park structures and the renovation of existing buildings. Supervision is exercised over subordinate
supervisors and a large number of skilled and semi-skilled trade workers, with
responsibility for the completion of construction assignments with the utmost
efficiency. Supervision is received from the Commissioner of Parks through
conferences and review of work completed.
Performs related work as required.
Supervises and directs the
maintenance, repair and construction of all buildings maintained by the Suffolk
County Parks Department;
Examines work performed by painters,
carpenters, plumbers, electricians and sign painters to insure work is
performed according to construction specifications;
Estimates cost of materials and time
required to complete assignments;
Maintains inventory of Park
Maintenance equipment;
Reviews work orders submitted by
subordinate supervisors, determines priorities and assigns work projects
accordingly;
Prepares and submits written reports
concerning construction by contractors, recommended renovations and maintenance
problems;
Approves purchase orders for materials
and supplies used in the maintenance and construction of park facilities and
equipment;
Reviews plans for new construction to
be performed by outside contractors; may recommend changes in design, materials
and procedures;
Keeps records of all materials,
equipment and time used in completed construction;
May attend administrative meetings to
determine departmental policies and objectives;
Directs the use of all safety
precautions associated with construction supplies, tools and equipment.

CHARACTERISTICS
Comprehensive
knowledge of methods, practices and procedures, materials and equipment utilized
in the major building trades; thorough knowledge of repairing, rebuilding and
altering a variety of park structures; good knowledge of the occupational
hazards and safety precautions associated with construction materials and
tools; ability to estimate labor, time and materials and to keep accurate
records; ability to prepare, interpret and work from technical sketches,
specifications and plans; ability to plan, assign and supervise the activities
of trade workers in a manner conducive to full performance and high morale;
ability to express oneself clearly and concisely, both orally and in writing;
physical condition commensurate with the duties of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a standard high school
or possession of a high school equivalency diploma and eight (8) years of
experience in a municipal park performing work in two or more building trades,
at least (3) years of which must have been in the restoration of historic
buildings. Two (2) years of qualifying
experience must have been in a supervisory capacity.
NOTE: Additional education in Construction
Technology or a related field from a college with federally-authorized
accreditation or registration by NY State may be substituted for experience on
a year-for-year basis to a maximum of two (2) years. Education may not be substituted for the
historic restoration or supervisory experience.
